Requirements

    10+ years of directly relevant Department of Defense financial management experience
  • Familiarity and understanding of Department of Defense Planning, Programming, Budgeting & Execution Process (PPBE) to include scheduled annual milestones in furtherance of the POM/PB process
  • Familiarity and understanding of the Department of Defense programmatic structure at the appropriation level and accounting structure at the fund cite level
  • Experience with Research, Development, Test & Evaluation (RDTE) appropriated funds (0400/3600/1319/2040); knowledge of RDTE fund life cycle and appropriation specific legislative constraints
  • Experience using DAI OBIEE application to conduct data base queries and extract financial data in various report formats. Comparable database/financial system experience at a DoD Service Headquarters or Program Office may be considered in lieu of direct DAI experience
  • Experience using ADVANA to monitor and/or respond to scheduled DAR-Q taskers
  • Familiarity with Military Interdepartmental Purchase Order (MIPR) generation, transactions and reconciliations
  • Familiarity with Office of the Secretary of Defense (OSD), Research and Engineering (R&E), and Acquisition (AQ) communities
  • Experience preparing executive level (SES or General Officer) briefing materials
  • Experience utilizing CATMS to respond to assigned headquarters staff level taskers
  • Experience working with multiple military services
  • Strong analytic, administrative, communication, computer, and organizational skills
  • Strong indirect leadership experience/emotional intelligence
  • Solid financial and planning skills
  • Clearance Level: TS/SCI
  • Bachelor's degree

Description

The Senior Financial & Budget Analyst will work supporting the Office of the Under Secretary of Defense for Research & Engineering (OUSD R-E), Deputy Assistant Secretary of Defense (DASD) Prototypes and Experiments (P&E) providing senior level Planning, Programming, Budgeting and Execution (PPBE) support as directed by the government client. This individual will be responsible for coordinating with key stakeholders and conducting financial and budgetary data collection, aggregation/integration, and quality/technical review in support of all annual and ad hoc financial requirements and taskers as directed. This individual will serve as the principal internal staff coordinator and action officer for all assigned annual financial deliverables and ad hoc taskers.

  • Develop comprehensive knowledge and expertise with respect to OUSD R-E P&E budget portfolio and all associated programs
  • Establish and maintain professional working relationships with identified government program managers and corresponding supporting financial analysts in order to facilitate smooth coordination and flow of timely and accurate program level financial information
  • Establish and maintain professional working relationships with OUSD R-E Business Operations (BizOps) programming and budget points of contact in order to provide timely and accurate program level financial information in support of OUSD R-E front office requirements
  • Serve as primary action officer and/or internal coordination lead on financial data collection, aggregation/integration, technical/grammatical review, and final deliverable preparation in support of scheduled annual and ad hoc financial/budget related taskers
  • Monitor current year financial execution of all OUSD R-E P&E programs utilizing DAI OBIEE; provide execution status updates as required by government client
  • Monitor program level responses to Dormant Account Reconciliation-Quarterly (DAR-Q) submissions utilizing ADVANA
  • Monitor program level Congressional marks/adds through review of appropriate legislative actions and/or establishing working relationship with OUSD R-E legislative liaison
  • Coordinate preparation and submission of annual budget documentation (R-2s) in support of Program Objective Memorandum (POM) and President's Budget (PB) cycles. Provide financial, technical, and grammatical review of R-2 submissions provided by individual program managers and/or supporting financial analysts. Ensure submissions are properly balanced in accordance with programmatic changes originating at the Congressional or OSD CAPE/Comptroller level
  • Leverage financial expertise to provide aggregate financial data in response to all assigned taskers
  • utilizing CATMS and appropriate Microsoft Office products (PowerPoint, Excel, Word, etc.)
  • Leverage financial expertise to provide aggregate financial data in response to all assigned legislative requests for information (RFIs)
  • Execute other duties as assigned by the government client and/or contract task lead
