Primary Purpose of Position
The primary purpose of the Personnel Officer is to initiate, facilitate, monitor, and oversee the human resources needs of the College of Agriculture and Environmental Sciences. Specifically, this position will manage the business functions of ensuring compliance with the personnel requirements approved in grant budgets, tracking payroll expenditures, conducting quarterly budget to actual reconciliations of all accounts, forecasting and planning for future HR-related costs, interpreting and applying federal, state, and university policies and procedures related to human resource practices, conducting salary benchmarking and compensation analysis, and managing the end-to-end recruitment process, which includes working with CAES administrators and hiring managers to assess staffing needs, develop and/or modify position descriptions, prepare postings, review EHRA employment applications to ensure that applicants meet the minimum qualifications as advertised in position announcement, initiate hiring proposals, and help onboard new employees, ensuring they have the necessary tools and information to start their roles.

The Office of the Assistant Dean for Administration is responsible the overall facilities and administrative functions of the College of Agriculture and Environmental Sciences ( CAES). The CAES has a rich history of innovation and application of cutting-edge technology. From our pioneering Laboratory Animal Science and Landscape Architecture programs to our award-winning Cooperative Extension and Agricultural Research programs, our faculty and staff serve today's needs while keeping an eye on the future. With programs and expertise in such areas as biotechnology, agricultural and biosystems engineering, natural resources management, waste management, and food microbiology, the A&T College of Agriculture grows concurrently with the demand for qualified graduates. Our four academic departments are the Department of Agribusiness, Applied Economics and Agriscience Education; the Department of Animal Sciences; the Department of Family and Consumer Sciences; and the Department of Natural Resources and Environmental Design. Within these departments, students will find a myriad of opportunities for classroom learning, research and field work. Through our Agricultural Research Program and our Cooperative Extension Program, we are able to research issues of importance to North Carolina and also provide research-based outreach training to citizens across the state and around the world.

Key Responsibilities and Related Competencies


Required Competency Business Administration
Duties

  • Ensure that State and non-State funds are applied correctly to support the 270 positions in the College, with current salaries totaling over $17M.
  • Manage compliance with the personnel requirements approved in the grant budgets of the CAES' portfolio of approximately $30M in funding to ensure the appropriate funding sources, compensation, and effort percentages are applied in personnel actions.
  • Track payroll expenditures and conduct quarterly budget to actual reconciliations of all accounts to ensure that expenses are charged correctly.
  • Assist upper management with forecasting and planning for future HR-related costs.
  • Interpret and apply federal, state, and university policies and procedures related to human resource practices.
  • Conduct salary benchmarking and compensation analysis to ensure competitive and fair pay structures that align compensation with market trends and for use in business planning.

  • Manage the end-to-end recruitment process, which includes working with CAES administrators and hiring managers to assess staffing needs, develop and/or modify position descriptions, prepare postings, review EHRA employment applications to ensure that applicants meet the minimum qualifications as advertised in position announcement, initiate hiring proposals, and help onboard new employees, ensuring they have the necessary tools and information to start their roles.
  • Apply knowledge of organizational structure, functions, services, programs, office procedures, and practices; stay abreast of internal and external human resources policies and procedures; analyze complex personnel issues, compile data, and make oral and written recommendations to CAES administration regarding improvements in HR business practices.
  • Act as a point of contact for employees regarding HR policies, workplace issues, and general concerns; work to resolve conflicts, mediate disputes, and foster a positive work environment.
  • Identify and/or conduct professional development workshops/training for supervisors and staff.

Duties

  • Exercise extremely high levels of discretion and confidentiality due to the management of sensitive and confidential information.
  • Conduct payroll analysis and reconciliation to ensure all approved personnel actions are correctly reflected in employees' payroll per the Banner Finance system and initiate labor redistributions with Contracts & Grants Accounting if needed.
  • Develop and maintain a list of all CAES positions and perform research, data collection and analysis of positions to help management make informed decisions about staffing needs.
  • Track vacant positions and work with hiring managers to fill or deactivate them promptly.
  • Gather, organize, and analyze financial information related to personnel and make recommendations for improvements.
  • Build, maintain, and manage various personnel files via electronic databases and/or physical storage.

Duties

  • Excellent oral and written communication skills are necessary to effectively manage the areas of responsibilities. Communicate daily with CAES Administration, hiring managers, Human Resources, Business and Finance, Academic Budget and Personnel, Contracts & Grants, current and potential employees to address inquiries related to human resources policies and procedures, compensation, recruitment, payroll reconciliations, and any other personnel matters.
  • Provide information in a tactful and constructive manner and use sound judgement and discretion when handling sensitive or confidential information.
  • Develop written materials such as forms, brochures, and handbooks to convey guidelines and standard procedures and deliver oral presentations and training sessions as needed.
