Pay Rate:

The annual base salary range for this position $61,000 - $83,000. Please note that the salary information is a general guideline only. About the Role:

* Maintain case files as required for FOIA, Privacy Act, and MDR using standard electronic filing procedures that have been established within the FOIA/PA Office.

* Use Appligent Redax software and Adobe Acrobat Professional to properly bracket information within official Government records that is recommended by the Government to be withheld from release to the public.

* Use Task Management Tool and other Command Directed tools to task other organizations to search for records requested and/or review official documents and then provide their recommendations for release. Maintain each case in these systems and determine the accuracy and/or completeness of the actions assigned and the responses received pertaining to the task.

* Transfer files for closed cases into the Government records management system. These files are maintained under the file plan that has been assigned to the FOIA Office by the Records Management Officer for the Command.

* Support the Command Attorneys and the Litigation Team in the Office of Freedom of Information in Washington, D.C. in providing necessary files, information, or drafts required for Litigation Responses and Consultations. These include, but are not limited to, Affidavits, Vaughn Indexes, and Declarations required by the courts during litigations.

* Process all FOIA and Privacy Act requests in accordance with DoD 5400.7-R, DoD Freedom of Information Act Program Guidelines and pursuant to Title 5 United States Code A*552 and the associated required Exemptions as specified within the Code. Classified information is processed for MDRs and in response to FOIA and Privacy Act requests in accordance with E.O. 13526 and the appropriate Security Classification Guide.

* Coordinate with the Command Operation Security Office, the Security Management Office, and the Legal Office to ensure records are properly classified and marked accordingly.

* Follow the guidelines set forth by the Department of Justice FOIA Program and the DoD FOIA and Privacy Act Programs as well as the DoD guidelines for MDRs. Maintain accurate and complete records within the office for each case in order to provide documentation as required in response to all appeals as necessary.

* Analyze, research, process, review, coordinate, validate exemptions, prepare all assigned requests, e.g. initial requests, appeals, consultations, referrals, litigations.

* Serve as subject matter experts regarding the requirements of the FOIA and Privacy Act and the Security Classification Review for MDRs. Also, coordinate reviews and actions with the subject matter experts (SMEs) and advise them as appropriate regarding the regulations and the law for protecting and/or releasing official Government records.

* Assign and coordinate all necessary actions after determining the appropriate AOR as part of the FOIA/PA/MDR process.

* Coordinate with Records Management staff regarding records transferred to the National Archives and Records Administration (NARA)/Washington National Records Center (WNRC).

* Coordinate with other DoD organizations or Federal agencies prior to referring records or obtaining consultations.

* Provide any recommendations for change or improvement via the monthly report or specially scheduled meetings between the PM and the Government stakeholders.

* Coordinate with the appropriate organizations to ensure requests are fully understood and being processed appropriately. Review all incoming requests to determine the scope of each request and the information being requested.

* Support and assist the Intelligence Directorate FOIA, PA, and MDR Primary Point of Contact(s) with identifying specific keywords and conducting searches for responsive records.

* Provide specific guidance to help the subject matter experts with regard to the searches and reviews to include providing specific keywords for searches and any additional guidance to help facilitate the process.

* Consolidate all recommendations and information provided by and requesting organization and resolving any discrepancies before the review package is completed. This consolidated review is then submitted to the appropriate official for approval.

* Track all FOIA, PA, and MDRs requests assigned using the appropriate database and TMT system for the Intelligence Directorate, including all initial and additional search and review as directed.

* Provide technical expertise and implementation support for: Tasker Management Tool, Redaction Software, creating and monitoring tasker Provide summary of case actions taken to support draft declaration (affidavit) and/or Vaughn Index. Prepare Declarations (affidavits) and Vaughn Indexes are prepared by the Contractor as directed and with the coordination with the Command Legal Office.

* Provide information and documentation regarding case actions directly to the Command Legal Office in order to support the production of legal declarations and Vaughn Indexes.

* Draft correspondence preparation searching, processing, reviewing, and coordinating.

* Quality reviews as it relates to FOIA, Privacy, and MDRs.

* Populate all official records posted to the Electronic FOIA Library pursuant to the Department of Justice and DoD FOIA/PA Guidelines.

* Maintain FOIA/PA database and MDR Tracking Log to ensure page count is maintained for FY SF 311 reports.

* Establish and manage cases for each program according to the policies and procedures of the FOIA Office and following the requirements set forth by the Records Management Office.

* Provide responses to status update requests from requesters as needed; determine at the time the request is initially received, whether to refer it to another agency or organization; identify any inconsistencies or discrepancies with regard to requests received, as well as referrals, consultations, litigation consultations, or appeals, and resolve any issues pursuant to the FOIA, PA, and MDR Program Guidelines.

* Maintain and safeguard all FOIA case files IAW records management disposition schedules. Ensure that all files and records are kept in the appropriate safes and limited-access rooms as necessary and will maintain necessary access as required.

FOIA Analyst (MDR/PA Focus)

Two of the FOIA Analyst positions will have a specific focus on MDR or PA. The additional duties of the Senior FOIA Analysts MDR or PA Focus are:

* Support the MDR program for all declassification requests to be answered within 365 days from date of a completed request.

* Maintain the MDR Database and keeping accurate records in the official files of the entire process.

* Prepare or validate systems of records notices and privacy impact assessments as required by the DoD Privacy Act Program.

* Ensure that these notices and privacy impact assessments are adequately maintained throughout the Command. When processing Privacy Act requests, the analyst must verify the appropriate system of records that applies.

* Assess and research privacy breaches and provide recommendations and follow procedures set forth within the Command for reporting any breaches or concerns and make recommendations for any corrections. When breaches are reported or when there are questions regarding privacy issues, the analyst must assess each case and provide the appropriate action to be taken.

Additional Responsibilities Include, but are not Limited To:

* Assist with proposal development, if necessary.

* Perform other duties, as assigned.

Experience Requirements:

* 5 years in FOIA/PA request processing (analyzing, tasking, applying exemptions); experience must be relevant in the past 6 months

* 4 years combined working with DoD Regulation 5400.7-R, the DoD FOIA Program, DoD 5400.11-R, the DoD Privacy Program, E.O. 13526 and other related FOIA regulations such as privacy act and classified national security regulations.

* 2 years in maintaining FOIA NIPR Public page and NIPR/SIPR portal pages

Other Required Skills & Abilities:

* Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.

* Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

Security Clearance Requirements: Top Secret Clearance or the ability to obtain one.

US Citizenship Requirements:

This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
