The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

SPA has an immediate need for a Program Analyst to provide onsite support in Arlington, VA.



Responsibilities

The successful candidate will provide support to the Department of Homeland Security (DHS) with contract financial analysis, portfolio coordination, and Federal planning, programming, budget, and execution (PPBE). Will be expected to work collaboratively and independently with the SPA team, our clients, and their partners/stakeholders to provide program and financial analysis support with experience working with complex data sets, process development, and project management to support the development of communications materials. Assist in the preparation of documents such as responses to leadership briefings, senior-level engagements, and internal briefings. Manage contract portfolio to support the work of the National Risk Management Center (NRMC) as a whole. Maintain and update contract workbooks that feed Contract Dashboards; develop and maintaining a deliverable archive to catalogue and store content on previous investments; assist in monitoring overall project status, budgets, and funding structure. Support the coordination of program manager reviews of documents for quality control purposes, and make recommendations for improvement. Work with Program Managers and other NRMC stakeholders to guide programs through the Acquisition Lifecycle Framework and the procurement lifecycle. Support Federal Program Managers to meet acquisition and procurement priorities, and ensure capability needs and mission requirements are efficiently and effectively satisfied while establishing and maintaining efficient oversight and guidance. Assist with the development and maintenance of program management data visualization dashboards to drive programmatic insights across NRMC. Support budget formulation material development, budget execution tracking, and reconciliation. Assist with the establishing methodology and operationalizing the requirements gathering and validation process across NRMC to include gathering and documenting requirements. Define and assess organizational performance against assigned targets to demonstrate how NRMC is reducing risk to critical infrastructure and achieving a positive return on investment. Utilize Microsoft Office and Power products to support contract management and financial analysis, development/maintenance of pivot tables and data visualization products, dashboards, presentations, and SOPs.



Qualifications

Required:

    10 years of professional experience
  • Bachelor's degree
  • U.S. citizen and able to obtain a favorable DHS Suitability determination
  • Proficient in MS Office Suite (Excel (Pivot Tables), PowerPoint, Vizio, Project, Teams, Planner)

  • Microsoft Power Platform Suite of Tools - Power Apps, Power Automate, PowerBI
  • Experience in preparing presentations, developing standard operating procedures, processes, workflows, knowledge of the Planning, Programming, Budgeting, and Execution/Evaluation (PPBE/E) cycle
