Job Summary: BDO is seeking a manager level professional to support a federal agency's Program Analysis and Evaluation (PA&E) Division on agency strategic planning, resource planning, and performance management activities. Job Duties:
- Partners with senior executive leaders on resource planning and performance management activities
- Explains complex resource management topics and issues to a wide range of agency leaders and members of the agency's resource management community
- Produces strategic written communications to internal and external agency senior level stakeholders
- Develops and presents management briefings to senior executive audiences and the agency's resource management community
- Prepares resource justifications for agency and Office of Management and Budget (OMB) review
- Develops and implements organizational performance measures
- Delivers a full range of services that uses their educational background, experience, and organizational skills while serving BDO's dynamic public sector client base
- Assists with firm practice, solution, and business development initiatives with guidance from Public Sector leadership
- Supports task areas while coordinating closely with engagement team management and client leadership on strategy, planning, execution, status, and review processes
- Supports problem solving and fact finding, while working side by side with experienced team members, management, and client leadership
- Supports clients with key financial and budgetary, information technology, and operational transformation initiatives
- Adapts to a changing client environment while meeting client expectations
- Manages priorities and works effectively to initiate correspondence and task completion; supports multiple efforts through flexible multi-task coordination
- Provides summary recommendations to team leadership regarding assigned tasks
- Applies fundamental industry knowledge and standards to support client reviews, improvements, and/or implementations
- Communicates and maintains relationships with key client personnel to ensure shared understanding of processes, operations, and functions
- Prepares presentations, briefings, and actively participates in client meetings and day-to-day interactions
- Communicates with team management through effective status reporting and demonstrates ownership and accountability for assigned task areas and work products
- Establishes professional rapport with clients and other organizations
- Attends relevant training, seminars, and/or conferences to stay current with technical skills that align with client's needs and changes in the industry
- Supports recruiting efforts by identifying and referring potential candidates

Supervisory Responsibilities:
- Evaluates the performance of direct reports and assists in the development of goals and objectives to enhance professional development, as needed
- Delivers periodic performance feedback and completes the annual performance evaluation for staff as appropriate
Qualifications, Knowledge, Skills and Abilities: Education:
- Bachelor's degree, required; with a focus in Accounting, Finance, or Business Management, preferred
- Master's degree, preferred
Experience:
- Six (6) or more years' experience with finance, business, operations, analysis, management, or technology, required
- Experience with federal budget concepts, the federal budget process, and resource justification, required
- Experience with federal agency level strategic planning development and implementation, required
- Experience with business process improvements supporting organizational and programmatic performance, required
- Ten (10) or more years' experience with finance, business, operations, analysis, management, or technology, preferred
- Experience with federal agency Planning, Programming, Budgeting, and Execution (PPBE) processes, preferred
- Experience with the Government Performance and Results Act Modernization Act (GPRAMA) and other federal laws, regulations, policies, and reporting associated with federal performance management, preferred
- Experience with federal fiscal and appropriations law, including reimbursable-funded activities, preferred
- Experience with the purposes of the Evidence Based Policy Making Act (Evidence Act), preferred
- Experienced with OMB Circular A-123 and internal control, preferred
- Experience with Activity Based Costing (ABC) concepts and methodologies, preferred
- Experience in the use of capabilities analysis and program evaluation, preferred
- Experience with data analytics and data visualization tools, preferred
License(s)/Certification(s):
- Ability to obtain and maintain government agency suitability or security clearance, required
- Relevant professional certification, such as CPA, CGFM, CISA, CIA, CGFM, or PMP, preferred
Software:
- Proficient in the use of Microsoft Office Excel, PowerPoint, and Word, required

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography. National Range: $105,000 - $145,000 Maryland Range: $105,000 - $145,000 NYC/Long Island/Westchester Range: $105,000 - $145,000 Washington DC Range: $105,000 - $145,000
