General Responsibilities |
Manages Howard Community College's (
HCC) Workforce, Career, and Community Education (
WCCE) nontraditional registered apprenticeship programs. Works with local employer partners in the registered apprenticeship occupations who will hire and train apprentices. Advise and support apprentices in the registered apprenticeship program to ensure they meet their on-the-job competencies and related instruction requirements. Plans, develops, implements, markets, and evaluates courses and programs to meet the goals of the registered apprenticeship programs and the mission of the division. Supports the strategic initiatives of the division and the overall college. |
Work Performed |
- Develops and manages program activities and schedules to meet the vision and goals of the program.
- Collaborate with various college departments to ensure current programs success and expansion as appropriate.
- Works with appropriate internal college departments and external businesses, advisories and organizations related to registered apprenticeship programs to coordinate courses and develop partnerships and pathway opportunities to meet program area goals.
- Maintains relationships with partners, professional and business organizations, and relevant community groups, and local and federal government or oversight agencies to establish liaisons and networks to facilitate program development and implementation; represents the college in the community and conducts outreach.
- With guidance of the director, expands the generation of FTE, revenue, and enrollments for the college through enrollment, contract, and grant courses in the area of responsibility.
- Investigates new markets for delivering training that will increase revenue and production of FTE.
- Develops the program budget with guidance from the director. Determines profit margins, monitors revenue and expenses against budget categories and priorities for self-supporting cost center. Develops and monitors program contracts for faculty, staff, and vendors.
- Conducts student orientation and intake; develops education, career development, and wrap-around service plans for students; and monitors students' progress toward plan goals, making adjustments or identifying additional resources as required.
- Collects and maintains data on student progress in the program such as grades, academic standing, attendance, participation in program services, and transitions.
- Compiles, tracks and analyzes data to evaluate and deliver statistical information for presentations and to make data-driven decisions.
- Evaluates existing programs for viability and quality using financial and enrollment data, feedback from instructors, students, and other relevant stakeholder representatives; applies a process of continuous improvement.
- Administers assigned financial cost centers. Conducts analysis of financials, cost of instruction reports, enrollment and FTE reports and prepares narrative summary reports according to set timelines.
- Contributes to the marketing and promotion of courses, including preparation of content, identification of target audiences, curating key contacts lists, amplifying messages via college social media, and utilizing a CRM.
- Responsible for preparing any reporting requirements associated with the program.
- Coordinates all aspects of program course offerings:
- Assists students in appropriate course and program selections and pathways; provides guidance to information specialists and admissions about course offerings.
- Schedules and locates online, on-campus and off-site facilities, equipment, materials, books, instructors, and any other necessary tasks for courses and events.
- Evaluates the viability of programs using metrics and feedback from instructors, students, and company or community representatives.
- Writes CC10s for MHEC approval.
- Supervises and evaluates selected program staff as assigned.
- Performs other duties as assigned.

Bachelor's degree in a related field required; Master's degree preferred. Proven education program management and supervision skills highly desired; proven program start-up experience preferred. A minimum of 2 years working in education or program management areas required. Grant management and application experience preferred.

- Ability to communicate effectively, both verbally and in writing.
- Ability to maintain strict confidentiality.
- This job is on-site with local travel required.
- Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
- Some positions may require the possession of a valid Maryland Driver's License.
