Job Summary

The Department of Human Resources (DHR) is seeking an experienced HR Benefits Specialist to support the administration of the County's employee and retiree benefit programs. The duties of the position are detail-oriented, deadline-driven, and time-sensitive. Day-to-day responsibilities focus on customer support for benefits information and inquiries from employees and retirees. Specifically, this position will administer the employee benefits program to include, but not limited to:

  • Respond to a high volume of inbound calls and emails from employees, retirees, and local HR representatives.
  • Answer questions and provides information and general assistance regarding benefits and related human resources programs, plans, policies, procedures, rules, and regulations.
  • Review and approve dependent eligibility and supporting documentation for qualified life events.
  • Process payroll deductions.
  • Perform program audits to ensure accuracy and compliance between HRIS and benefits vendors.
  • Conduct employee benefits presentations and training.
  • Process vendor invoices for administrative services.
  • Performs reconciliation and reporting to the Virginia Retirement System (VRS).
  • Provide retirement estimates and retirement counseling for prospective retirees.
  • Generate purchase of prior service cost letters.
  • Respond to auditor requests.
  • Administer retirement deferrals.
  • Perform other related duties as required and assigned.
Hiring salary is commensurate with experience.

This is a temporary assignment for approximately two (2) years. This position is eligible for a hybrid telework schedule in accordance with the County's telework policy.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Bachelor's degree in human resources, business administration, or a related field; one (1) year of related work experience in benefits administration; or an equivalent combination of education and experience.

Experience in the public sector is preferred. HR professional certifications preferred. Experience working with a mid-size or larger employer (1,000+ employees) is preferred. Knowledge of Human Resources Information Systems (HRIS) / payroll experience preferably in Oracle. Knowledge of MS Office applications preferred with intermediate or advanced skill level with MS Word, Excel, PowerPoint, Microsoft Teams, and Outlook. Must have strong attention to detail.

KEY COMPETENCIES
A successful candidate should have comprehensive knowledge of employee benefits concepts, practices, procedures, plans, and laws related to medical, dental, vision, life, FSA, COBRA, EAP, and deferred compensation and pension plans. Exhibit excellent written and verbal communication skills and the ability to deliver effective communications for new hire orientation, open enrollment presentations, and direct correspondence with employees and vendors.
