Key Responsibilities:
  • PREVAILING WAGE EXPERIENCE REQUIRED
  • Payroll Processing:Supervise the accurate and timely processing of payroll for all employees, ensuring compliance with federal, state, and local regulations.
  • Record Management:Maintain accurate and up-to-date records of wage determinations, project classifications, and employee wage rates. Prepare and submit necessary reports to regulatory agencies.
  • Prevailing Wage Compliance:Ensure adherence to prevailing wage laws, including proper documentation, reporting, and payment practices for public works projects.
  • IRA Compliance:Monitor and implement necessary changes to payroll processes to comply with the Inflation Reduction Act, including an understanding of relevant tax credits and incentives.
  • Compliance Monitoring:Ensure that all projects adhere to federal, state, and local prevailing wage laws. Conduct regular audits, reviews and assessments of payroll records and project documentation to ensure compliance with applicable regulations.
  • Team Leadership:Lead, train, and mentor payroll staff, fostering a collaborative and efficient work environment.
  • Reporting and Analysis:Prepare and analyze payroll reports, identifying discrepancies and ensuring accurate record-keeping. Prepare and submit required compliance reports to customers and relevant regulatory agencies as requested. Communicate findings and recommendations to management and stakeholders.
  • Audit Preparation:Coordinate with internal and external auditors during payroll audits, providing necessary documentation and ensuring compliance with all payroll-related policies.
  • Policy Development:Assist in developing and implementing payroll policies and procedures, ensuring alignment with organizational goals and legal requirements.
  • Communication:Serve as the primary point of contact for payroll inquiries from employees and management, providing guidance and support as needed. Act as a liaison between contractors, employees, and government agencies to resolve any issues related to prevailing wages. Provide guidance on compliance requirements and best practices.
  • Training and Education:Develop and deliver training sessions for subcontractors and employees regarding prevailing wage laws and compliance procedures. Create educational materials to support ongoing learning.
  • Research:Stay updated on changes to prevailing wage laws and regulations at the federal, state, and local levels. Conduct research to support compliance efforts and policy development.
  • Collaboration:Work with internal teams, including HR, legal, and training departments, to ensure that all apprenticeship programs meet IRA standards and organizational goals.

Qualifications:
  • Bachelor's degree in Accounting, Finance, Human Resources, or a related field.
  • 5+ years of payroll experience, with at least 2 years in a supervisory role.
  • Strong knowledge of prevailing wage laws and the Inflation Reduction Act regulations.
  • Working experience with LCP Tracker for reporting on prevailing wages and other reporting requirements.
  • Proficiency in payroll software and systems - we are transitioning from Paychex to ADP effective January 1, 2025.
  • Excellent analytical, organizational, problem solving and communication skills.
  • Detail-oriented with a strong ability to multitask and meet deadlines.
  • Proficient in Microsoft Office Suite.
  • Strong written and verbal communication skills.
  • Ability to manage multiple projects and deadlines effectively.
Preferred Skills:
  • Experience working in construction or public sector projects.
  • Certification in labor relations or compliance (e.g., Certified Payroll Professional).

  • the individual's skill sets, experience and training;
  • licensure and certification requirements;

With that said, as required by local law, Vaco believes that the following salary range referenced above reasonably estimates the base compensation for an individual hired into this position in geographies that require salary range disclosure. The individual may also be eligible for discretionary bonuses.
