ECU's College of Education is home to six instructional departments, the Office of Educator Preparation, the Center for
STEM Education, the Rural Education Institute, the Office of Assessment, Data Management, & Digital Learning, the Office of Research and Innovation, the North Carolina New Teacher Support Program, and the
ECU Community School.
Preparation of professional educators and allied practitioners, including professionals in business and information systems, counseling, electronic media, and librarianship. Significant to the mission of the unit is a strong commitment to three important related areas all of which are realized through partnerships and other endeavors of the university's mission. These three areas are the encouragement and nurturing of professional growth for educators and allied practitioners at all levels and in all areas of the education, the continuing emphasis on and support for scholarship, research, creative activity, teaching, staff preparation and the improvement of schools, and the development, creation and cooperative distribution of educational policy for North Carolina. |
Job Duties |
Information Processing and Decision Making (40%): Responsible for recruitment and Hiring of
SHRA and
EHRA Personnel (Probationary, Fixed Term, and
EHRA Non-Faculty). Coordinates information from departments regarding upcoming personnel vacancies; oversees construction and submission of criticality requests to Academic Affairs; verifies accuracy of job description for searches; submits data in People Admin for recruitment ads; maintains contact with search committee throughout search process to ensure compliance with policies and procedures; follows up the conclusion of a search by accurately coding candidates' selection rankings based on committee recommendations; submits hiring proposals in People Admin; communicates with department regarding progress of candidate of choice and coordinates/submits all information/documents necessary to Academic Affairs personnel in order for offer of employment and employment letter to be created and finalized. Submits requests to establish new positions, position updates/modifications in People Admin, and position abolishment; researches policies and procedures on Academic Affairs Personnel SharePoint, or within the
ECU Faculty Manual, in order to advise departmental representatives on various courses of action related to personnel; guides the departmental representatives with the appropriate documents and personnel actions that are to be submitted; maintain faculty roster to track individual positions, salary and employment progress before personnel actions or EPAFs are submitted, ensuring the necessary funding source and funds are available.
Retention/Continued Employment of SHRA, EHRA Personnel, and Students (30%):Adhere to and remain current with policies, procedures and guidelines from the university pertaining to the following: processing separations, phased-retirements, and leave requests; processing dual employment, reassigned time, stipend and supplemental pay requests; tracking renewal periods for fixed-term faculty and non-faculty, and temporary appointments; submits actions timely with a high level of accuracy; creates and submits EPAFs and other personnel actions, including those in People Admin for
SHRA,
EHRA,
EHRA-NF, graduate assistants and self-help student workers; creates and submits compensation forms for requested salary actions after criticality is approved; construction of upload spreadsheet for summer instruction and submission of EPAFs for part time faculty.
Financial Management (10%): Coordinates with with finance personnel in the Dean's Office to assure funding is in place for all applicable personnel transactions which includes position change forms and budget transfers. Completes and processes payroll redistributions as needed. Monitors the
COE reserve account and advises Dean to the availability of funding for personnel transactions. Complies and summarizes financial data in order to participate in budget forecasting as requested by the Dean. Maintains
EHRA and
SHRA position inventory; verifies and balances partial allocations (reassignments), reallocates position funds, maintains budgets and salary reserves, prepares reports for expenditures and balances as requested in a timely manner. Monitored through review of budget reports and spreadsheets.
Business and Records Administration (10%): Maintains and ensures security of records of all current and completed searches, maintains and ensures security of all active and inactive
SHRA and
EHRA personnel files, purges and archives records according to university policy. Develops and maintains accurate reports relative to the College of Education. Serves as Kronos Super Admin backup. Monitored through observations and review of records.
Communication (10%): Interacts with faculty, staff and students courteously and professionally. Responds to questions and/or concerns in a timely manner and maintains confidentiality of all interactions. Assesses and resolves problems. Schedules, plans and executes training sessions for
COE department administrative staff on personnel procedures and policies. Advises faculty, Administrators, and
COE grants office on personnel matters when developing or carrying out plans for grants within the
COE. Consults and advises
COE faculty on policies and procedures for projects with state and special funding. |
Minimum Education/Experience |
Bachelor's degree in business administration or a related discipline; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |
