Additional Information Licenses, Registrations, or Certifications: A Certified Professional Accountant (CPA) or Certified Government Financial Manager (CGFM) certification is preferred, but not required. Essential Functions 25% - Serves as the primary Subject Matter Expert for the Treasury/Cash Management Module. Responsibilities include ensuring that all daily processes related to bank files run smoothly to support accurate bank reconciliations. Acts as the main contact for setting up new accounting templates, managing bank or third-party file processing and verification, and handling other items related to the Treasury module. 25% - Oversees integration within the Financial Management System (FMS), including testing and implementing new functionality. Manages month-end processes by ensuring accurate transaction processing, reviewing accounting entries, and verifying external and system transactions from other FMS modules for reconciliation purposes. Investigates any discrepancies or missing transactions within the Treasury module, especially those involving feeds from other systems, such as SIS or HCM. 15% - Prepare accounting audit schedules, journal vouchers, reconciliations, and reports. Provide reports that track productivity to give feedback to staff and colleges. Provide technical advice and services to other accountants or MCCCD staff with problems, complex issues, or special reports, including analysis and recommendations for solutions. 15% - Oversees all banking and investment functions for the District. Reviews all transactions and reconciliations to ensure proper cash levels for daily operations. Liaison between the District and Investment managers to discuss/direct investment related items. Liaison between the District and banking institution to discuss/direct banking related items. 10% - Oversees, reviews, and directs work of Treasury department staff. Provides orientation and training for new staff. Approves and reviews time worked for employees in District HR system. 10% - Other duties as assigned. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in finance, accounting, auditing or directly related field and five (5) years of full-time equivalent experience with the application of GAAP theory and practice, tax laws as they apply to accounting transactions and reporting, exposure to governmental accounting, and use of computerized accounting systems, and two years of supervisory experience. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Desired Qualifications A. Master's degree in Accounting or Business Administration or related field. B. Five (5) or more years of Cash Management experience and/or knowledge of banking systems and processes. C. Four (4) or more years supervisory experience. D. Four (4) or more years' experience in a higher education or government environment. E. Experience using ERP Financial systems with preferred experience in Oracle FMS, HCM, and SIS.
