DESCRIPTION OF WORK

In this role, you will engage with property owners, developers, contractors, local officials, and various stakeholders to clarify the requirements for occupancy permits, address legal limitations, and assist in troubleshooting issues related to both proposed and existing projects. You will conduct inspections at all stages of work associated with Highway Occupancy Permits, ensuring compliance with the established regulations, policies, and procedures of the County Highway Occupancy Permit Office regarding the review and issuance of these permits. Your responsibilities will include educating customers on compliance with Department Chapters 441 and 459, as well as the relevant policies, design and construction standards, specifications, testing protocols, and documentation related to the highway occupancy permit program.
You will be tasked with interpreting plans, standards, and specifications submitted by applicants and their engineering, architectural, or consulting teams for various highway construction projects. This role requires the ability to identify situations that necessitate the involvement or approval of other engineering or legal personnel within the Department, as well as the capability to work with plans in a field construction context. Additionally, you will research existing construction plans to ascertain legal right-of-way widths, necessitating a comprehensive understanding of the Department's roadway identification systems (SR-Segment-Offset). You will independently organize and manage your workload to fulfill assigned duties within the timelines established by relevant laws and policies.
Your duties will also involve identifying violations of specific state laws and regulations, enabling you to issue the Departmental Citation Form (M-945C) to document such violations. You will recommend corrective measures, which may include issuing a stop work order or revoking the permit, all while maintaining a tactful, non-discriminatory, and legally sound approach. Furthermore, you will be required to attend hearings as necessary and provide testimony on behalf of the Department.

- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Engineering Technician (commonwealth title); or
- Two years as a Transportation Technician or Construction Cost Technician 1 (commonwealth titles); or
- Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
- Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
- One year of construction inspection experience, and an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
- An equivalent combination of experience and training.
Special Requirements:
- This position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
