Job Description The Construction Site Engineering (CSE) group is part of the Bettis Construction Department and is responsible for the management and implementation of the site's National Pollutant Discharge Elimination System (NPDES) General Permit, supporting all construction projects involving earth disturbances. The group is also responsible for the waste characterization for all construction contracts. This position will participate in the overall administration of this permit in accordance with Pennsylvania's Clean Streams Law, the federal Clean Water Act, and Chapter 102 regulations. In addition, this position will collaborate with construction project execution teams, construction subcontractors, and Environmental Compliance personnel to ensure all efforts regulated under the NPDES General Permit support and comply with the Chapter 103 Industrial NPDES permit requirements. This position will also perform waste characterizations of existing building elements and soil in support of renovation, demolition, and excavations for construction projects. Work closely with project managers, multi-discipline project engineers, Construction Oversight personnel, Environmental Compliance Oversight personnel, Architect Engineer firms, and construction subcontractors to deliver infrastructure improvement projects at the Bettis Laboratory located in West Mifflin, PA. Perform Visual Site Inspections of all erosion and sediment controls on the Bettis Laboratory site for all earth disturbances. Support the overall erosion and sediment pollution control and stormwater permitting efforts to support all construction projects that vary from site infrastructure upgrades to new construction of office buildings, laboratories, and test facilities. Drive the technical support of the sitewide NPDES General Permit, and for maintaining and updating the permit for the needs of the Bettis Laboratory. Perform building and soil characterizations to determine disposal paths for construction projects. The successful candidate should be knowledgeable of federal, state, and local regulations and be adept at interactions with regulatory officials. Prefer experience to be local to Southwest DEP region and Allegheny County and working knowledge of Pennsylvania Stormwater Manual. Cognizant of the design, permitting, construction oversite, and maintenance of stormwater best management practices (BMPs) and green infrastructure. Required Combination of Knowledge and Skill Bachelor's degree in the biological, geological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation in engineering from an accredited college or university and a minimum of six years of relevant experience; or Master's degree in the biological, geological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation and a minimum of four years of relevant experience Preferred Skills Professional environmental compliance experience, including experience with designing, permitting, constructing, and/or inspecting erosion and sediment pollution controls and stormwater management facilities Knowledge of construction management Positive working relationships with state and local regulators Demonstrated commitment to safe working practices High level of proficiency with Microsoft Office products and computer aided design (CAD) drafting software Prior experience developing or reviewing permit applications and construction subcontract documents (specifications, drawings and cost estimates) A working knowledge of the applicable codes and standards, including Chapter 102 NPDES, PADEP Erosion and Sediment Pollution Control Manual, PADEP Stormwater BMP Manual, Chapter 103 NPDES, Act 167, and EISA 438 Minimum BS GPA of 3.0/4.0 preferred Compensation and Benefits Health, Dental, Vision & Voluntary Benefits Disability, Life & Accident Insurance 401(k) Savings program & Captial Accumulation Plan Personal & Medical Time Off Paid Parental Leave Flexible Work Schedules Tuition Assistance for Eligible Employees Student Debt Benefit Personal Time Off Sell Program Employee Assistance Program (EAP) Wellness Program Visit us online to view all NNL benefits!
