Job Summary
The Project Controls Manager provides essential leadership and expertise in structuring operations and processes for the entire FP&D team tasked with delivering the Capital Improvement Program. This includes developing tools to audit, track, forecast, and report for key departments including: Facilities Construction who has the authority and responsibility to manage acute care (OSHPD) and Non-OSHPD capital improvement project scoping, programming, design, regulatory approval and construction for projects ranging from $1,000 to $2 Billion; Facilities Planning, responsible for all space needs for UCDH, including academic, clinical, research and support, from the Sacramento Campus to all Regents-owned facilities and leased facilities for the entire UCDH enterprise; Facilities Expansion for strategic development of the system. This position has primary responsibility of FP&D's Program Management office and is responsible for the direct supervision of the Project Controls teams and assigned Consultants. This position will ensure successful team performance and will develop and maintain a division-wide project controls strategy. - Bachelor's degree in related area and/or equivalent experience/training.
- Management experience in project controls.
- Proven leadership skills that include work with complex organizations and large projects.
- Clear communicator with a strong grasp of political and organizational dynamics.
- Expert Financial skills to prepare, monitor, and manage complex detailed budgets.
- Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance and initiating reward or corrective action as required.
- Experience with capital project cash flow projections and monitoring.
- Working knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.
Preferred Qualifications
- A background in facilities capital projects.
- Superior skills in the financial modeling, operations and management of large-scale health care projects and facilities.
- Knowledge of inpatient and outpatient health care facilities operations.
- Experience working in an academic healthcare setting.
- Experience as a project manager of institutional major capital projects with leadership responsibility for budgets, schedules and team coordination.
- Extensive knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules.
- Experience working in PMWeb.

This includes the authority and responsibility to manage capital improvement planning, project development, and intake for in-patient, outpatient healthcare, and education purposes.
