Position Summary

Odyssey is recruiting for a Systems Engineer to join the team. The technical expert filling this position will be an engineering trusted advisor and consultant to the government that supports government-led on-going and future sustainment, modification, and capability upgrade efforts across the NCMC-ITW/AA and Legacy Space C2 enterprises.

A key focus for this position is to define executable-level requirements, develop, review and design technical solutions that satisfy them; assess existing systems and their existing requirements and designs; identify system problems, review and validate provided solutions to address them; design and oversee the implementation of system upgrades; develop a roadmap for the incremental implementation of capabilities to achieve the customer's near-term and future goals to ensure the enterprise is expandable to meet future requirements and threats. This position will support multiple projects and programs from NCMC-ITW/AA and Legacy Space sustainment and the execution of existing programs and projects. Odyssey personnel may be assigned the roles of Product Owner and Product Line Manager for an Agile Release Team (ART) and/or System Delivery Team within the program office.

Program: The NCMC-ITW/AA Branch sustains unique ITW/AA Cheyenne Mountain systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide military authorities with an accurate, timely, unambiguous and continuous warning and attack assessment of air, missile and space threats. The Legacy Space C2 Branch sustains unique space command & control systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide space situational awareness, object tracking, and deconfliction.

This is a full-time position at Peterson SFB in Colorado Springs, CO with telework flexibility for local candidates - subject to change per the customer's discretion.



Responsibilities

Duties include, but not limited to:

    Provide technical expertise and systems engineering skills, including systems requirements definition and decomposition, top-level systems design, integration, test design, test coverage analysis, and deployments
  • Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel. This includes the ability to prepare and present briefings to these personnel
  • Provide analysis support services of technical documentation encompassing all documents that may be presented throughout the entire systems engineering and product lifecycle, including, but not limited to, Concepts of Operation (CONOPs), , System/Subsystem Design Descriptions, , Interface Control Documents, , System Requirements Review packages, Preliminary and Critical Design Review packages, Test Readiness Review packages, Technical Manuals, Test Plans and Test Procedures and FCA/PCAs
  • Provide system/program engineering, technical support, and technical training to support programs/initiatives, including but not limited to: acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight
  • Provide engineering support to conduct formal trade studies based on engineering performance, effectiveness, cost effectiveness, cost performance, life cycle cost, feasibility, capability, reliability, maintainability, risk, and schedule.
  • Provide technical recommendation support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis, and support of associated engineering IPTs
  • Provide proposal analysis support services that compare and quantify proposed systems, components, approaches for technical feasibility, compatibility, and cost effectiveness
  • Provide concepts and requirements analyses support services including, but not limited to, reviewing and analyzing DoD requirements, assessments, concept, strategy, and audit documentation
  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design, and test results to assure that subsystem and system performance is achieved in accordance with program specifications
  • Perform reviews of Prepare technical documents that define, specify, and recommend system/subsystem characteristics. Prepare management reports and conduct technical presentations for planning, implementation and corrective action using the application of engineering economy principles
  • Conduct reviews on the program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system-level tests to assure that subsystems and system performance are achieved in accordance with approved specifications
  • Review and analyze system concepts and user requirements that have been approved and entered into a system requirements baseline (functional, allocated, and product)
  • Provide concepts and requirements analyses support services, but not limited to, reviewing and analyzing: Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Analysis of Alternatives (AoAs), Military Utility Assessments (MUAs), and Technology Development Strategies


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have an active DoD Secret clearance, eligible for TS/SCI and be able to maintain it

Education: High School Diploma

Years of Experience: 15 years' directly related experience with proper certifications as described in the functionally aligned job description, 8 of which must be in the DoD; OR,

  • BA/BS degree and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD; OR,
  • MA/MS degree and 10 years of experience in the respective technical/ professional discipline being performed, 5 of which must be in the DoD

Additional Experience:

  • Have the advanced knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline as senior a Systems Engineer
  • Possess the ability to oversee and guide the efforts of junior and mid-level engineers
  • Have a comprehensive understanding and ability to apply systems engineering standards, procedures and practices
  • Ability to work independently and apply the proper procedures and processes related to the area of expertise

Preferred Qualifications

Clearance: Active TS/SCI

Education: BA/BS degree

Years of experience: 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD

Additional Experience:

  • Current missile warning/missile defense knowledge
  • Experience with C2BMC sensors is desirable
  • Familiarity with the following: Consolidated Space Operations Wide Area Network (CSO WAN), Space Data Server (SDS), Communications Processing System (CPS), CMSFS Message Processor (CMP), Space Defense Operations Center (SPADOC), Single Integrated Space Picture (SISP), and Space Deconfliction (DECON)
  • Knowledge of Modular Architecture
  • Have experience with the Agile methodology for development
  • Represent government interests by performing Agile Product Owner roles and responsibilities
  • Familiarity and/or experience with Air Force Reference Implementation of Continuous Integration and Continuous Delivery paradigms
  • Familiarity and/or experiences with unit testing and code peer reviews
  • Familiarity and/or experience with emulation/virtualization technologies
  • Familiarity and/or experience with automated testing techniques and tools
  • Familiarity or experience with Unix/Linux operating systems
  • Working knowledge of the following tools; Share Point, Microsoft Office Suite (Word, Excel, PowerPoint) and Rational tool sets
  • Knowledge of Model Based System Engineering concepts.
  • Knowledge of Digital Engineering environments
  • Familiarity with/working knowledge of Defense Information Systems Agency (DISA)
  • Familiarity with/working knowledge of Cybersecurity and Infrastructure Security Agency (CISA)
  • Knowledge of managing global networks and systems
  • Working knowledge of High-Altitude Electromagnetic Protection (HEMP) Hardening of systems and networks
  • Knowledge of systems and network designs accounting for bonding/grounding, rack spacing elevations, power design loads, HVAC cooling for systems inside and outside of traditional data centers
  • Experience with MILSTAR
  • Current experience with network integration to mesh cloud architectures
  • Experience with transitioning existing networks and systems into virtualized architectures

Additional Information

Location: Peterson Space Force Base in Colorado Springs, CO

Travel: Potential for travel CONUS and OCONUS (Approximately 10-20%)
