Overview: The Manager of Talent Acquisition is responsible for all aspects of recruiting and talent business strategy for the company. The individual will manage a requisition load, supervise a small team of experienced recruiters, and play a key role in the achievement of metrics and programs helping to drive the innovation, implementation and optimization of best practices pertaining to talent acquisition. The Manager, Talent Acquisition will lead the function, and partner with the AVP, Talent Acquisition to deploy policies, processes, programs and initiatives to meet talent acquisition goals and other projects relating to training, career development, leadership development and general HR functions. This role will collaborate closely with the entire TA team, including cross-functional groups to provide support toward our Talent Acquisition strategies as well as providing quality measures desired by all of our internal and external clients.

Duties and Responsibilities:



  • Serve as the primary recruitment manager and work collaboratively with hiring managers to understand business objectives and candidate requirements for open positions and provide guidance to the talent acquisition team;
  • Manage a requisition load and lead the direct recruitment of critical positions within the company as designated and other duties as requested and/or determined;
  • Partner with the AVP, Talent Acquisition to enhance and ensure there is an effective, full life-cycle standardized recruitment process and tools to ensure best practice and consistency in place such as candidate sourcing strategies, advertising, research, recruitment, selection, offers, orientation and onboarding for one subsidiary company;
  • Track and apply key metrics to drive continuous improvements regarding candidate sourcing, recruitment decisions and the quality of hire using tools that measure and promote talent acquisition effectiveness;
  • Partner with business leaders to determine staffing needs and produce forecasts and reporting. Incorporates metrics to define success/failure, and shares with key stakeholders;
  • Identify and lead continuous improvement to ensure deadlines are met with the Talent Acquisition team, while maintaining quality and knowledge of current trends in recruiting landscape and tactics in various markets;
  • Continue to build a network of resources to source candidates that include research and recommendations of new and creative approaches.
  • Lead and champion the use of the recruiting module and/or other recruiting software portals to track applicants through the interview and selection phase through to on-boarding and provide oversight and education to the Talent Acquisition team and organization, to meet system compliance;
  • Manage, coach, train, and develop talent acquisition team through hiring programs, deliver constructive feedback, performance management, disciplinary actions and recommends terminations as necessary; and
  • Ensures compliance with employee-related federal, state and local regulations and ensures timely and accurate reporting to all outside agencies, as required and updates, as necessary, policies, procedures and programs;


  • Maintain compliance with Inovalon's policies, procedures and mission statement;
  • Adhere to all confidentiality and HIPAA requirements as outlined within Inovalon's Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position;
  • Fulfill those responsibilities and/or duties that may be reasonably provided by Inovalon for the purpose of achieving operational and financial success of the Company; and

Job Requirements:



  • Minimum 5 years' experience in recruitment, with minimum 3 years of related talent acquisition management experience recruiting in a fast-paced environment in the technology or healthcare industry;
  • Must be a team player and be able to work with all levels of an organization from start to finish of the cycle;
  • Demonstrated experience in relationship building, influencing, consultative and partnering skills;
  • Strong customer focus and service orientation;
  • Must have strong analytical, organizational, written and verbal communication skills and have proven ability to modify communication approach based on audience;
  • Experience with project and change management skills including experience managing multiple projects;
  • Ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines;
  • Proficient in Microsoft Office applications (Word, Excel, Power Point, Outlook);
  • Experience with an ATS platforms required, iCIMS preferred; A comfort level with integrating multiple applications to streamline operations through technology solutions or HR system;
  • Experience in using Social Media for talent sourcing (using forums like LinkedIn, Glassdoor, twitter, discussions forums, blogs etc.) required; and
  • PHR/SPHR certification a plus.


Education:



  • Bachelors in human resources, business management, a related field, or equivalent work experience.


Physical Demands and Work Environment:



  • Sedentary work (i.e. sitting for long periods of time);
  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force;
  • Frequently or constantly to lift, carry push, pull or otherwise move objects and repetitive motions;
  • Subject to inside environmental conditions; and
  • Quarterly travel of a few days to corporate headquarters in Bowie, MD for meetings and training.

In addition to the base compensation, this position may be eligible for performance-based incentives.

The actual base pay offered may vary depending on multiple factors including, but not limited to, job-related knowledge/skills, experience, business needs, geographical location, and internal equity. At Inovalon, it is not typical for an individual to be hired at or near the top end of the range for their role, and compensation decisions are dependent upon the facts and circumstances of each position and candidate.

Base Compensation Range
$103,400 $130,000 USD
