THE POSITION

The Department of Labor & Industry is seeking an ambitious and diligent Clerical Assistant 3 to render valued office support within the Scranton Unemployment Compensation Service Center (UCSC). Utilize your skills to analyze cases and complete a wide range of transactions to establish and adjust overpayments, recover overpaid monies, relief from charges (RFC), and make necessary adjustments to claims with various program types. DESCRIPTION OF WORK

Within this role, it is essential to maintain a comprehensive understanding of relevant federal and state laws, regulations, procedures, and guidelines for the various unemployment compensation (UC) program types with which you will work. You will process daily work assignments such as RFC, cash reassignments, and application appeals, as well as review RFC claims for separation determination in order to resolve the claim.

Effective and courteous communication and investigatory skills are vital when responding to inquiries received from claimants, employers, UC Service Centers, Office of UC Tax Services, other departmental agencies, and other interested parties while abiding by disclosure guidelines and being sensitive to the privacy of customers. You will also be responsible for identifying procedural problems based upon the nature or quantity of inquiries and report findings and possible solutions to supervisors or managers. This position also performs timekeeping duties to include error resolution such as analyzing, researching, and resolving policy, payroll, and quota problems.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Work schedule may be negotiable within the office's business hours.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of the required probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Scranton.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Clerical Assistant 2 (commonwealth title); or
  • One year of moderately complex clerical experience; or
  • An equivalent combination of experience and training.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
