About the Role
Culmen International is recruiting for an experienced Program Manager to work onsite at the National Intrepid Center of Excellence facility in Bethesda, Maryland and to lead a team to support senior program leadership requirements at a high optempo. The National Intrepid Center of Excellence (NICoE) improves the lives of service members with traumatic brain injury (TBI) and other invisible wounds of war through excellence in TBI clinical care, research, and education. NICoE is part of DoD's initiative to foster an enabling environment that ensures our warfighters and public servants have a clear point of entry to the care system. NICoE provides a clear path through diagnosis, treatment, and reintegration.
What You'll Do in Your New Role
Act as the central hub for program oversight, ensuring all projects align with the organization's strategic goals
- Optimize the use of resources to maximize project outcomes
- Foster collaboration among project teams to drive organizational change
- Define and maintain standards for program/project management across the organization
- Identify and manage risks to ensure projects are completed on time and within budget
- Supports staff in the successful initiation, planning, design, execution, monitoring, controlling and closure of assigned projects
- Assist in project planning activities, including budget/resource estimation
- Collaborate with subject matter experts, task leads, and team members to define project requirements and success criteria
- Apply PM best practices and tools to ensure projects remain within cost and schedule constraints
- Track and report project status, milestones, and completions to leadership
- Identify, recommend, and execute process improvement initiatives to streamline PM activities across the organization
- Creatively determine solutions to assigned problems
- Define and optimize project workflow processes
- Prepare and present progress reports to leadership
- Coordinate the development of both long- and short-term policies and plans
- Coordinates the establishment of goals, objectives, and long-range plans. This includes the use of demand forecasting and strategies to address distinct populations
- Oversee the development of contingency plans to meet unexpected and planned resource demands. Ensures all annual contingency plans are up to date
- Assists in the evaluation of outpatient care patient feedback for access and quality measures at the facility
- Utilizes an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures
- Evaluates and recommends changes for continuous process improvement
- Collaborates with health care business, clinic management, scheduling, and analytic groups
- Monitors existing or emerging workflow issues; monitors consult management issues and provides guidance to leadership when required
- Monitors, and makes recommendations to adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints
- May be called upon to collaborate with staff from other facilities and to work on higher level project groups to review and make recommendations for facility policies, procedures, systems, requirements, documents, and business or access analysis initiatives
- Works with leadership to evaluate patient and family concerns regarding the access to services needed
Required Qualifications
- US Citizenship
- Ability to receive DoD Suitability at the Public Trust level or higher
- Master's Degree in a relevant field
- 8+ years of relevant military health system and program management experience
- Demonstrated experience leading a program management office (PMO) with onsite staff
- Excellent written and verbal communication skills
- Advanced proficiency in Microsoft Office suite of tools
- Experience with Project Management software tools
- Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities.
- Strong written and verbal communication skills including interpersonal skills.
- Embrace teamwork and collaborative work environments.
- Ability to execute assigned tasks with minimal leadership oversight - well organized, self-motivated, and disciplined
Desired Qualifications
- Outpatient clinic experience
- Familiarity with traumatic brain injury and brain health disciplines and programs
- Experience working at NICoE as a contractor or in the civil service
- PMI certification (PMP, PgMP, etc)

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $130,000.00 - $145,000.00 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
