Job Description
The purpose of the Coordinator, Benefits position is to manage and administer the College's benefits & retirement programs. This role manages and coordinates various benefit programs such as health insurance, dental insurance, vision insurance, life insurance, and other supplemental benefits. Ensure compliance with federal, state, and local regulations related to benefits.
Oversees communications and resources for employees: Develop and implement employee communication strategies to promote awareness and understanding of benefit programs. Conducts benefit orientation sessions and annual enrollment benefit sessions as needed. Oversight of benefits administration portal and benefits website. Prepare and distribute benefits-related materials, such as benefits guides, handbooks, brochures, and newsletters.

Assists with Vendor Management: Coordinate with insurance providers, third-party administrators, and other benefits vendors. Work with the Manager of Payroll and Benefits to manage vendor contracts, ensuring cost-effectiveness and quality of services. Work directly with vendors to process employee enrollment changes and terminations in benefits plans. Audits plans/reviews discrepancy reports to maintain accurate and up-to-date benefit records and employee data.
Employee Leave Program: Effectively review and interpret FMLA Discretionary Leave, FAMLI, Sick and Safe Leave along with ADA requests for completeness and process requests in a timely manner to satisfy compliance requirements. Administers other college programs such as annual leave, sick leave, personal leave, unpaid leaves, workers compensation in accordance with internal policy and applicable laws.
Employee Education: This role is responsible for educating and enrolling employees, answering questions and resolving issues. This is accomplished through proactive communication with employees, vendors, carriers, brokers, and third-party administrators.
Evaluate Benefit Programs: Prepare reports and analyze data related to benefit plans and contributions rates. Analyze and recommend new benefit programs or changes to existing ones. Ensure compliance with reporting requirements and deadlines.
Must either be a certified Maryland State Retirement Coordinator or be able to obtain certification within the first 6 months of employment.
This is a full-time, non-exempt staff position and includes a comprehensive benefits package offering medical, dental and vision coverage; generous paid time off; tuition assistance; and retirement savings.

Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Minimum of 3 years experience in benefits administration or human resources
Required Knowledge, Skills, & Abilities

  • Must be detailed oriented, assume responsibility, and able to work independently without close supervision.
  • Effective planning and priority setting. Ability to manage complex projects simultaneously.



  • Excellent analytical, organizational, oral and written communication skills.
  • Proficient with Microsoft applications, such as Word, PowerPoint, and Excel for correspondence, presentations, database analysis and spreadsheet design.
  • Ability to maintain confidentiality, exercise discretion and good judgment in communicating with the college community and the public.

Preferred Qualifications

  • Bachelor's degree in Human Resources or Business
  • Prior working experience in a college/university setting
  • Working knowledge of Benefits Software Systems and or Banner

Hours per Week 40 - 100%
General Weekly Work Schedule
Monday to Friday 9 a.m.- 5.p.m or 8:30 a.m.- 4:30p.m.
