Youth Opportunity Program Administrator

Historic East Baltimore Community Action Coalition, Inc. (HEBCAC) is seeking a Youth Opportunity Program Administrator for the Youth Opportunity (YO) Program, East. Under the direction of the Executive Director, the Youth Opportunity Program Administrator will supervise a staff of eight that provides comprehensive career and employment training services to young adults ages 18 - 24 years. Responsibilities include planning, designing, developing, implementing, and overseeing standard operating procedures for the Youth Opportunity (YO!) Center to assure program objectives are achieved.

Since 2000, the YO! Center has provided comprehensive services to out-of-school youth ages 18 to 24 in East Baltimore and helped them transition into economic independence. YO! maintains an annual enrollment of 300 participants. Committed instructors lead classes so youth can get their high school equivalency certificates (GEDs) and then connect to high-growth careers. Advocates make referrals to supportive social services and offer leadership development opportunities.

Specific Duties & Responsibilities

  • Manage a staff that includes Employment Advocates, GED Instructors, Peer Recruiter and Job Developer.
  • Recruit, develop, and work with a Youth Advisory Council to address barriers that impede their advancement and build additional life skills to aid in professional and personal development.
  • Connect out-of-school youth in the program to an array of services available on and off site that will develop their skills and result in certificates of academic completion and full-time employment.
  • Oversee the staff's accurate progress notes and maintain up-to-date, concise, organized case records.
  • Oversee the documentation of all program participant involvement in MIS (Kidsmart) system.
  • Attend team meetings and case conferences to discuss problems and evaluate progress or re-evaluate needs.
  • Enhance program recruitment and oversee staff orientation for members and intake procedures.
  • Develop and create proposals for additional external funding opportunities.
  • Create incentive programs that encourage and acknowledge positive staff and participant performance.
  • Conduct networking and partnership development to connect participants to housing and additional resources.
  • Assist program staff in identifying employment/community opportunities and partnerships that include educational activities, training, employment, scholarship information, financial aid opportunities, vocational and apprenticeship programs and match them to the youth individual goals and activities.
  • Perform other duties as necessary.

Additional Knowledge, Skills, and Abilities

  • Excellent communication skills, written and verbal.
  • Strong computer technology skills and proficient knowledge of Windows (Word, Excel, PowerPoint, Outlook).


Minimum Qualifications
  • Bachelor's Degree in Social Work, Community Development, Sociology, Public Health, Psychology, Public Administration or related field.
  • Minimum of two years related experience in community and/or youth programming, employment training, education, project management, community development, or related field.
  • Additional education may substitute for required experience and additional related experience may substitute for required education to the extent permitted by the JHU equivalency formula.
  • Supervisory experience.


Preferred Qualifications
  • Master's Degree in related field.
