The Fairfax County Department of Emergency Management & Security is dedicated to safeguarding our community through effective emergency management, risk mitigation, and security planning. We are seeking a highly motivated and skilled person to join our team and support our mission of ensuring the safety and security of our residents. In this position, you will supervise all security officer contract managers.
Additionally, you will provide oversight and is responsible for successful security operations, security officer training oversight, secondary security officer contract billing review, and compliance with the county security officer contract. You will assist in coordinating security initiatives, conducting security assessments, and ensuring compliance with local, state, and federal regulations. This position requires strong leadership skills, a commitment to public service, and the ability to work collaboratively with various stakeholders.
The Management Analyst III position is classified as essential personnel and is expected to serve as a member of an assigned EOC team upon activation that may require 12 hour or longer shifts which may include evenings, weekends, and holidays. Maybe required to report to work regardless of the emergency situation.
Note: The assigned functional areas of this position are Workforce violence program management, Crime Prevention Threat Assessment, Emergency Management, and/ or Incident Command.

- Independently designs, develops, and coordinates ongoing department programs and special projects;
- Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
- Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
- Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
- Provides guidance, recommendations, and advice to departmental managers;
- Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
- Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus, four years of professional work experience within the functional area.
PREFERRED QUALIFICATIONS:
- Basic knowledge of government vendor contracts
- Experience in managing and providing oversight and guidance to large numbers of personnel Security Officers, Sworn Law Enforcement, or Military Training and Certification(s)
- Substantive knowledge of physical security access control and surveillance systems
- Substantive knowledge of county government security operations, protocols, and administration
- Ability to communicate clearly and effectively, both orally and in writing
- Strong organizational and data tracking skills to analyze data to recommend improvement or enhancements or adjustments as necessary
- Ability to develop and maintain effective professional working relationships with multiple end users and clients
- Skill and ability to perform project management on both small and large scales

NECESSARY SPECIAL REQUIREMENTS
:
The appointee to the position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS: The position requires individual to be able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk, walk over rough terrain on occasion, and fully participate as required as a civilian member of an emergency response organization. All duties performed with or without reasonable accommodations.
