Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including corporate accounting, federal and extramural costing policy, benefit plan accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations.

Position Summary
The Tax Compliance Team Lead is responsible for ensuring compliance with federal, state and local employment tax regulations. This role involves preparing and reviewing tax filings, analyzing payroll data, and providing guidance on tax-related issues. The Team Lead will work closely with campus locations and other UCOP departments to maintain accurate records and implement effective tax strategies. Additionally, the Tax Compliance Team Lead will support audits, stay updated on tax law changes, research tax matters as they arise, inform departments and campuses systemwide of updated tax laws, update policies to ensure compliance with tax rules and support the tax professionals within the Office of the President.

Key Responsibilities

  • 45% Ensure that the organization complies with federal, state, and local employment tax laws, including payroll taxes, unemployment taxes, and other related taxes. Analyze payroll data and tax withholdings to identify discrepancies or areas of improvement. Assist with responses to notices received from tax authorities, manage tax audits, prepare documentation and respond to inquiries as needed. Serve as a subject matter expert for campus locations and other UCOP departments to ensure accurate tax reporting and compliance with current tax laws. Stay up to date on changes in tax laws and regulations, providing guidance to management and staff as needed and evaluate the need to update any systemwide policies to reflect tax law changes. Address and resolve employment tax issues and discrepancies that arise. Other duties as assigned.
  • 20% Use advanced professional tax and compliance concepts and organizational objectives to resolve highly complex issues and ensure tax deposits and returns are completed timely. Regularly work on highly complex tax and compliance assignments that are diverse and without precedent. Provide support for miscellaneous tax filings such as the 1099 series forms and 1042 forms filed by the UCOP Business Resource Center. Sales and use tax compliance for UCOP. Coordinate gathering data to support unrelated business income tax compliance with outside provider including obtaining Schedule K-1s and alternative investment questionnaires and obtaining and analyzing financial UBI worksheets for reportable activities from campuses. Evaluate new revenue stream questionnaires received from departments systemwide to determine whether activity is unrelated to UC's exempt purpose, providing support referencing relevant tax guidance.. Other duties as assigned.
  • 15% Update tax policies including those for disbursements, payroll tax, unrelated business income tax, travel policy, business meals and entertainment, gift policies and others as assigned.
  • 15% Serve as a team lead responsible for guiding and supporting team members, directing and overseeing workload distribution, monitoring progress, approving timesheets, coordinating staff schedules, and promoting a positive work environment.
  • 5% Maintain relationships with various campus and department stakeholders (UC Investments, UC Legal, campuses, Foundations, etc.) including providing education to stakeholders on a regular basis.

Experience
Required Qualifications

  • Min 8 years Relevant tax experience involving payroll, tax updates, nonresident alien tax software system and other payroll and tax related projects

Skills and Abilities
Required Qualifications

  • Advanced knowledge of tax and compliance concepts to independently gather, organize, and perform highly complex analysis.
  • Ability to present complex tax related information in a clear and concise manner, both in writing and verbally. Strong interpersonal skills.
  • Ability to work independently and in a team environment.
  • Ability to lead less experienced professionals to manage multiple projects and priorities.
  • Advanced knowledge of IRS and California State Tax Reporting requirements applicable to the returns/filings required to be filed by the University.
  • Highly skilled in the use of common office software such as Microsoft Word and Excel to prepare correspondence and spreadsheets.
  • Experience with tax and compliance functions and assignments.

  • Advanced knowledge of UC payroll system.

SPECIAL CONDITIONS

This position is eligible for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the State of California.
