DEA is seeking a highly skilled and experienced Senior Planner / Senior Project Manager to support DEA's Oregon Market Strategic Growth. The position is a Planning Entitlement Role with responsibilities including Project Management, Mentoring, Business Development and Networking. Duties will vary and include working across business units to support planning -related efforts, generating a backlog of billable work through new sales and developing client relationships, and supporting the Oregon Market and Land Development Business Unit meet their strategic goals.

Key Responsibilities

Project Management / Business Development Responsibilities:



  • Strategic Market Development: Identify and evaluate new market opportunities in alignment with the Oregon Land Development Business Unit. Market DEA's Civil Engineering, Entitlements & Permitting, Surveying and Landscape Architecture Practices as a one-stop shop to potential new, and existing clients. Develop and implement strategies to target and pursue specific new clients and projects, as well as development opportunities in emerging markets.
  • Business Development: Manage full lifecycle relationships with clients, selling all DEA services across business units. Develop new business, lead cross-unit selling, forecast sales, and stay updated on client technology trends.
  • Client Management: Build and maintain strong client relationships, ensuring high client satisfaction, conducting experience surveys, and representing the DEA Difference.
  • Project Oversight: act as Project Director or when a Project Manager from another business unit and/or practice is involved on the project team, monitor project manager performance, coach PMs on client expectations, and support project recovery and collections.
  • Project Execution: Ensure timely, budget-conscious, high-quality project deliverables that meet or exceed industry standards
  • Team Leadership: Provide guidance to staff, review planning documents for contractual and professional compliance as well as agency requirements and adhere to DEA's Quality Management standards.
  • Process Adherence: Follow firmwide tools, processes, and policies, including project accounting, contracting, and quality requirements.


Planning Responsibilities:



  • Management & Mentoring: Oversee the entitlement and permitting components of LDBU projects in the Oregon Market, including entitlement and permitting tasks included in the scope for other Project Managers in the Civil Engineering, Landscape Architecture and Surveying Groups as appropriate and as needed.
  • Manage all aspects of entitlements for both small and large project opportunities, including complex multi-disciplinary developments.
  • Advise clients and fellow PMs on entitlement strategies, requirements, timeframes, pitfalls, expectations, costs, and options to maximize returns for the client while focusing on community building and responsible stewardship of the built environment.
  • Apply knowledge of codes, ordinances, planning laws and principles as well as knowledge of related fields and areas of operation such as civil engineering and surveying.


Qualifications:



  • Education: Bachelor's degree in Urban and Regional Planning. Preferred master's degree in Urban and Regional Planning or closely related field.
  • Experience: Minimum of 10 years in the Planning Profession, public or private sector, with experience in both public and private land development entitlements and permitting.
  • Expertise: Proven track record in delivering land development projects to market or successfully entitled and permitted status.
  • Certification: AICP Preferred, not required.
