What Your Job Will Be Like:

At Jefferson Lab, our Site Security Department takes great responsibility in assuring all visitors and employees have an open and secure work environment that fosters the continuation of creative scientific advances. As our Site Security Manager, you will be responsible for planning, organizing, developing and maintaining our site security program to meet all applicable DOE requirements.

In this role you will:


  • Be responsible for management-level site security and DOE interface on security issues. Function as the designated Jefferson Lab Security Officer. Include briefs to management on DOE's security policies and regulations, coordinate with DOE subject managers, and conduct Jefferson Lab security reviews.
  • Provide expertise to Jefferson Lab staff in matters related to export control compliance. Also advising the Jefferson Lab Technology Review Committee on U.S. Export Control regulations that effect current or planned research activity or emerging technology at Jefferson Lab.
  • Prepare the appropriate administrative documents for the Department of Commence, Department of State, Department of Energy, and Department of Treasury necessary for the legal import and/or export of commodities and technology from and to the various countries working with Jefferson Lab.
  • Prepare necessary documentation for export control issues related to visits or assignments of foreign nationals from "sensitive or embargoed" countries. Conduct "sensitive" foreign travel and "deemed" export briefings for all Jefferson Lab staff as appropriate.
  • Responsible for security and export control awareness training for all Jefferson Lab staff. Oversees the administrative operation of the Jefferson Lab automated badging and site access system; coordination of the program with cognizant JLab staff, generation of system reports, and maintaining integrity of the database.
  • Gather and process statistical data for the Security and Services Section to determine performance in response to contract metrics, peer reviews, and other reports as requested by DOE and/or Jefferson Lab management.
  • Ensure that department staff and subcontractors are fully aware of their individual responsibilities to promote a safe, healthy and environmentally sound work area. This includes awareness of Jefferson Lab's ES&H policies with specific obligations to immediately report unsafe, unhealthy or environmentally unsound practices wherever and whenever they observe them.

Qualifications


  • Bachelor's Degree required
  • 10 or more years' experience in the above areas and 5 or more years of which must be at the managerial level in the planning, development and implementation of security and facility support services,or equivalent combination of education and experience
  • In-depth familiarity with standard industrial/environmental and safety practices


Knowledge, Skills and Abilities


  • In-depth knowledge of rules and regulations pertaining to importing and exporting materials, equipment and technology
  • Demonstrated management skills in the areas of or akin to security, property and experience in managing external reviews
  • Excellent writing, interpersonal, problem-solving and decision-making skills
  • Demonstrated ability to implement and apply innovative and creative solutions to complex problems
  • Successful experience in supervising diverse staff
