General Purpose

Ensure that DFA Northeast Logistics (NEL) terminal meets or exceeds all regulatory and DFA requirements pertaining to OSHA and environmental. Make sure that terminal maintains DOT compliance with federal, state, local, and company requirements for Northeast Logistics and DFA. Keep policies and procedures in order to provide a safe and compliant workplace for all employees. Conduct injury and accident investigations and manage worker's compensation cases. Complete and submit required reports per DFA and regulatory guidelines. Maintain required filing and records for the areas of responsibility. Ensure pre/post DOT requirements are met for new drivers. Provide training and support for driver tracking and electronic technology.

Job Duties and Responsibilities

Safety and Environmental



  • Plan, organize, direct, and control the transportation group's safety policies and procedures in coordination with the DFA Risk Management Program
  • Administer safety programs; conduct and/or coordinate required annual refresher training, drills, program audits, and updates
  • Conduct new employee orientation and ongoing training for safety programs and practices. Ensure all employees are properly oriented prior to beginning work assignments
  • Complete first report of injury and notify management; maintain safety, medical, and injury related employee records meeting federal, state, local, and Company requirements
  • Coordinate drug and alcohol tests in compliance with return to work, DOT, or DFA requirements; receive reports; advise human resources of violations or risk; and assist in the determination and administration of appropriate disciplinary actions
  • Diligently manage worker's compensations cases from initial report and investigation through case closure. Work with Corporate Risk Management to ensure that cases are reported and managed according to regulatory agency and company guidelines. Identify and coordinate light duty assignments for injured employee
  • Oversee the maintenance of 3E SDS information system to ensure OSHA compliance and ease in retrieving information when needed
  • Function as the company liaison for regulatory agency inquiries and visits, such as OSHA and DFA Risk Management personnel
  • Continuously seek opportunities to improve safety conditions by conducting safety audits, safety observations, injury/accident investigations, and safety meetings and by developing new safety and health policies as needed
  • Ensure outside vendors and contractors meet DFA safety policy by securing all applicable forms prior to commencement of work on DFA property. Maintain Certificates of Liability insurance on outside contractors or vendors performing work for DFA
  • Be an on-call DFA representative for safety incidents, accidents, disasters, and other compliance issues
  • Communicate safety and environmental topics via training sessions, safety alerts, DairyU, and open communication meetings or one-on-one discussions
  • Coach and mentor managers and supervisors on their roles and responsibilities of implementation and adherence to safety policies and procedures
  • Facilitate and conduct annual safety and environmental training and ensure proper tracking in DairyU. Monitor DairyU training and communicate deficiencies to Transportation Manager
  • Perform required environmental audits/inspections
  • Assist in the prescreening/hiring processes and annual reviews for drivers to ensure proper DOT compliance
  • Collaborate with local human resources to understand how positions can interact and function together to positively affect the safety initiative
  • Provide training in the areas of safety, DOT compliance, defensive driving, and environmental compliance



DOT Compliance



  • Maintain Driver Qualification Files and communicate expiration notices to field


  • Work with human resources to ensure pre/post-hire DOT requirements are met for all new hires operating a commercial motor vehicle (PSP, MVR's work history, etc.)
  • Develop, conduct and/or coordinate all required annual employee refresher training programs, drills, program audits and updates in the area of DOT compliance. Monitor quality and consistency of training provided in the DFA New Driver Training Program
  • Manage and actively participate in driver log review process to ensure compliance
  • Manage DFA's EOBR (Electric On Board Recorder) system providing support, maintenance and training to the fleet. Provide monthly fleet and personnel reports to managers as provided by EOBR system and assist in setting performance benchmarks
  • Manage process for tracking accidents and aid location managers and safety and environmental manager in conducting accident investigations for driver safety violations and the reporting of investigation of results to DFA fleet operations
  • Ensure compliance with DOT and DFA random testing requirements; coordinate and monitor drug and alcohol testing practices in compliance with return to work, DOT, or DFA policy requirements

Education and Experience



  • High School Diploma or equivalent; or equivalent combination of education and experience noted below
  • Bachelor's degree in Environmental Health and Safety, business administration, or other related discipline preferred
  • 5 years' experience as a supervisor/manager in the safety related role in transportation or manufacturing setting
  • Certification and/or License - OSHA certifications and Certified Safety Professional and/or willing to obtain by continuous training


Knowledge, Skills, and Abilities



  • Knowledge of safety, risk management, and human resources practices
  • Knowledge of OSHA, DOT, EPA, State Worker's Compensation, and other applicable regulations
  • Strong computer skills preferably in Microsoft Office Suite
  • Understanding of business management
  • Excellent oral and written communications skills
  • Must be able to read, write, and speak English
