The People Strategy and Experience team fosters an environment where employees can be their best and most authentic self while serving the public. We design, develop, implement, and evaluate employee-centric services that enable an equitable and inclusive culture for our workforce. The People Strategy and Experience team is responsible for implementing all of the City and County of San Francisco and SFPUC's employment policy decisions and directions, providing professional leadership in the administration of HRS services, activities as well as working with the HRS Leadership and staff to develop action plans and programs to support SFPUC's mission, vision, and priorities. Job DescriptionAs the People Analytics & Governance Manager, you will: Under the direction of the HRS People Strategy & Experience Co-Deputy, you will direct the strategy and ensure the appropriate and effective data governance of workforce analytics, engagement, competency, performance management, and diversity, equity, inclusion, & belonging (DEIB). The People Analytics & Governance Manager collaborates with the HR Technology team, HRS leadership, and ITS to determine how to develop the necessary systems and dashboards to meet client needs. The People Analytics & Governance Manager will partner with HRS leaders, business leaders, and other workforce development professionals across the agency to align efforts to build a sustainable workforce that meet the SFPUC's current and future needs. Essential Functions: Essential duties and responsibilities will include, but are not limited to:
Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year. Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
