Director - GIS

Lumos is looking for a full-time Director GIS! If you are a Director GIS who's excited for a fast-paced experience, ready to help us grow, and ready to recommend process changes that ensure we're harnessing our technology to the best of our ability while broadening our scope leading a team responsible for the development and maintenance of Lumos' Geographic Information Systems (GIS) to effectively capture our robust multi-year FTTP growth plans. This role will lead a technical team responsible for mapping dashboards, production records, GIS documents, fiber records, and utilize ESRI ArcGIS records to document, design and upgrade the Lumos Fiber network. The GIS Director relies upon substantial knowledge of FTTP technologies and design and must be able to understand scripting and coding to 3GIS/ArcGIS, Python, conversion of KML, CSV and shape-files.

The successful person will lead in delivering best in class GIS solutions using an optimized innovative approach as measured by:

• Drive the execution of strategic projects by coordinating efforts across teams, ensuring alignment with organizational goals, budgets, and on-time delivery.
• Scaling our growth capabilities through strengthening network vendor and deployment partnerships.
• Conducts research and development of new GIS related products and procedures.
• Directs day-to-day operational and technical guidance to staff, schedules tasks, and monitors workflow to ensure that established deadlines are met.
• Develops, implements, and maintains company-wide and departmental Esri's GIS modeling geospatial mapping and spatial analytics technology.
• Implements, coordinates, and enforces standards and procedures for Esri GIS database mapping, maintenance, and administration.
• Provides structured GIS training and technical assistance to staff and other departments.
• Collaborates with cross functional leadership to identify and implement GIS solutions and develop technical documentation.
• May perform the work of other GIS staff as required.
• Efficiently identify and implement process improvements to streamline the overall FTTP delivery solutions.
• Acts as a primary point of contact and subject matter expert for internal and external stakeholders ensuring their needs are addressed and fostering strong relationships.

The Director, GIS is highly visible within Lumos and outside of the Company, comfortable presenting proposed recommendations to senior leadership and the Board of Directors, ensuring disciplined follow through in documented dissemination/communications of plans for execution via systems platforms and emerging mapping tools. This position will play a critical role in closely partnering with our cross functional fiber expansion teams (consisting of Market/Business Development, Planning, Program Management, Sales, Product, and Finance) to develop, map, and align on prioritizing the company's multi-year growth initiatives underway based on market demand opportunities for fiber deployment.

Essential Functions

• Lead a team overseeing the accuracy and integrity of GIS records management and associated databases.
• Supervise the maintenance of all company GIS base data layers.
• Lead the development of GIS applications design and roll-out within Lumos.
• Identify, analyze, develop, and lead various GIS projects that will benefit Lumos' processes or workflows.
• Supervises the quality control and quality assurance of all GIS data layers.
• Review, evaluate and implement department services as they relate to supporting the company's growth initiatives.
• Maintain technical knowledge, skills, and abilities for state-of-the-art Esri GIS geospatial mapping.

Knowledge, Skills, and Abilities Required

• Education: Bachelor's Degree (required) in GIS, geography, computer science, engineering, cartography, or related field.
• Experience:




• Minimum 7 years of proven progressive leadership experience in the use of ArcGIS Desktop (ArcInfo, ArcEditor, ArcView, w/extensions) ArcIMS, ArcGIS Server, ArcSDE, legacy ArcView GIS 3.x and ArcInfo workstation; and exposure to personnel management and project planning.
• Proven experience and in-depth knowledge with FTTP industry best practices and standards with various GIS mapping formats.
• Possess in-depth successful Esri GIS Industry deployment leadership experience in OSP, Engineering, Planning, and/or Construction disciplines related to GIS software, location intelligence, and mapping.
• Proven experience in SQL Server or Oracle database administration, spatial data analysis & reporting skills, documented programming skills in Python, Avenue, JAVA, Visual Basic, VB.Net and/or Geospatial databases.




• Key Competencies:




• Extensive knowledge of Geographic Information Systems, including programming procedures and techniques.
• Extensive knowledge of the principles, methods, and techniques of map creation, land descriptions, parcel numbers, and related concepts.
• Extensive knowledge with Esri GIS software related to Esri's geospatial mapping software and spatial analytics technology.
• Knowledge and ability to prepare maps, enter and maintain data, create maps and reports, and search for and compile data.
• People skills necessary to work, develop, and maintain effective and appropriate relationships with customers, coworkers, and representatives of other agencies.
• Skill in assigning, prioritizing, monitoring, and reviewing work assignments.
• Skill in mentoring and training employees with varying educational backgrounds and aptitudes.
• Ability to facilitate and make presentations to groups.
• Ability to prepare clear and concise oral and written reports.
• Ability to think analytically, detect errors, determine causes, and make corrections.

Physical Requirements

• Sedentary office work requires near-constant use of sight, speech, hearing, comprehension, and computer and peripheral equipment.
• Ability to travel moderately as the demands of the job require.
