Sandia National Laboratories (Sandia) is seeking a talented and team-oriented General Law Counsel to provide legal advice to Sandia management and staff on a variety of legal issues with a focus on administrative law, commercial contracts, and federal procurement. At Sandia, you will serve as in-house counsel to National Technology and Engineering Solutions of Sandia, LLC (NTESS), which operates Sandia for the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA). As corporate counsel for a world-class federally funded research and development center, you will be sought after to offer practical legal and business solutions to support Sandia's national security mission and its cutting-edge engineering and science programs.

In this role, you may also gain exposure to a variety of additional legal subject areas by working with Senior Counsel on issues, including real estate leasing and construction law, corporate governance and taxation, privacy law and data security, FOIA, audit compliance, employment law, and litigation.

On any given day, you may be called on to:



  • Provide clear, timely, and actionable advice and counsel to executive leadership and members of management and staff at all levels.

  • Work closely with NTESS business personnel developing solutions to challenging and complex legal and compliance problems under relevant federal regulations, the NNSA-NTESS federal contract, NTESS's corporate procedures, and relevant public policies.

  • Research and respond to varied and unique legal questions that arise in connection with a government owned, contractor operated laboratory focused on national security issues.

  • Work directly with our prime contract and supply chain professionals to negotiate contract and subcontract terms, and to advise management and supply chain on contract clauses and requirements.

  • Manage/oversee outside counsel and handle litigation or administrative agency hearings.

  • Interact with external corporate counsel, DOE/NNSA federal agency counsel, and retained outside counsel.

  • Advise management and staff regarding complex scientific and infrastructure projects.

  • Provide proactive legal counsel to anticipate, identify, and protect the corporation against legal liability.

  • Advise on a variety of other statutory, administrative, and regulatory compliance areas such as FCPA, FOIA, cyber and physical security, tax, and ERISA.

  • Assist in other general law areas to include supporting employment litigation, document production in response to third party subpoenas, and overseeing document review.

  • Engage in and provide risk analyses that enable our Sandia leaders to engage in risk-informed decisions that will optimize mission success.



You must be willing to take on new areas of law and/or other duties as assigned. A successful applicant must have the ability to work independently and adapt to changing needs of the business.

The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.

Salary Range:

$127,900 - $217,400

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:



  • US. law degree from the American Bar Association accredited law school.

  • Admission to practice in New Mexico or the ability to gain admission within one year to the State Bar of New Mexico through Uniform Bar Examination (UBE) Score Transfer, Reciprocity, or Limited Licensure as In-House counsel.

  • A minimum of three (3) years of experience in administrative or federal procurement law.

  • Experience negotiating terms and conditions and resolving contract performance issues.

  • Ability to obtain and maintain a required DOE-Q level security clearance.



Qualifications We Desire:



  • DOE M&O or federal government contractor, national laboratory or in-house legal experience or, alternatively, experience with a dedicated federal government contracts legal practice.

  • Excellent oral and written communication skills.

  • Proven ability to manage various matters simultaneously and work with a diverse group of clients.

  • Knowledge of and adherence to the rules of professional conduct.

  • Strong emotional intelligence and communications skills, as well as the ability to integrate and evaluate complex issues to provide succinct, actionable legal advice to internal constituents.

  • Experience in other regulatory and compliance areas described above.



About Our Team:

The Regulatory and Contract Law Practice Center offers legal support and advice to NTESS with respect to a wide variety of general law matters, including but not limited to laws governing companies; procurement, environment, safety and health; FOIA and Privacy Act; information, physical, and other security areas; state and federal taxation; privacy; Foreign Corrupt Practices Act; government and other contracting; and numerous other areas of the law applicable to a contractor to the U.S. Government

The Center is part of the Legal and Prime Contract Division, which comprises 19 attorneys as part of a staff of 55 engaged in compliance and regulatory functions.

Posting Duration:

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs:

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
