The Research Office at West Virginia University is currently accepting applications for an Export Control Analyst.

About the Opportunity

This position will be to serve as the initial point of contact for the Export Control Office (ECO). Main responsibilities include ownership of the Export Control Office team mailbox, organizing, prioritizing, and managing export control case files and workflow. The position will also examine, evaluate, and analyze University activities for conformity with laws and regulations governing export control compliance and perform various support functions for the Export Control Office. The role will provide program support, as well as direct internal and external client services, respond to inquiries, assign cases to appropriate personnel, and independently resolve matters of low to moderate complexity. Responsibilities include the ability to accurately follow established practices and processes for standard job functions, and utilize sound analysis, resourcefulness, and judgement when facing uncommon or new circumstances. Work effort carries considerable impact on client support, program and project image, with potential legal liabilities.

What You'll Do



  • Support the activities of the Export Control Officer, Associate Export Control Officer, and the Export Control Technical Specialist.
  • Serve as the main point of contact for the Export Control Office and work to develop positive business relationships with all parties interfacing with the Office.
  • Respond to inquiries made to the Export Control Office, in a timely and accurate manner, via phone, email or chat.
  • Examine documentation submitted to the Export Control Office for accuracy and completeness and correspond with submitting party(s) to rectify errors or omissions.
  • Organize and compile documentation submitted to the Export Control Office into a case file for review by the appropriate party. Tasks may involve electronic scanning and document preparation.
  • Prepare, organize, and maintain electronic and hard copy records as needed, in compliance with federal regulations and University record retention policy.
  • Establish task priorities, distribute and escalate matters to appropriate resources as required, and schedule and track work assignments.
  • Conduct Restricted Party Screenings.
  • Become familiar with and utilize software programs, such as Huron Research Suite and Visual Compliance.
  • Assist with the preparation of Export Controls training materials and scheduling of Departmental and project specific Export Control training.
  • Manage ECO webpage to ensure that it reflects current processes, regulations, and reference material.
  • Other duties as assigned.


This position reports to the Associate Export Control Officer. The role normally requires minimal instructions on routine work and general instructions on new assignments. Supervision of others is not required; however, sharing of knowledge with others and team participation is expected in the role. Program, project or activity lead responsibilities will occur or be assigned in this position.
Qualifications

  • Bachelor's degree
  • A minimum of two (2) years of experience in the following:

    • Compliance related experience
    • Working knowledge or Microsoft Office apps (Word, Excel within, etc.)
    • Ability to successfully complete ECoP EAR and ECTI ITAR training within 6 months of hiring.


  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.

  • Familiarity with US export control and trade compliance regulations (EAR, ITAR, OFAC).
