What You'll Do in This Position

Responsible for supporting various aspects of capital projects under the purview of a Senior Project Manager - PMCS. Assisting Project Management to provide leadership and planning for engineering, procurement, and construction of multiple moderately complex multimillion dollar projects.

Responsible for the preparation and approval of project plans, project management plans, project baselines, and letters of instruction.

Represents the project for safety, environmental, and quality assurance audits. Creates and evaluates alternatives and develops responses and initiates corrective actions.

Identifies project related issues, develops or evaluates solutions, evaluates their effect upon the project baseline and initiates appropriate actions.

Coordinates project efforts to ensure project progress is within schedule, cost and scope baselines. Assist in securing permits as required.

Draft clear documentation and presentations to support DOE-SR in obtaining project funding and approvals for DOE-HQ project critical decisions.

Represent the project in presentations and meetings to internal and external customers regarding project validation, implementation and status.

Monitors progress during the project procurement/construction phases to identify and correct adverse trends affecting the project baseline.

Assist the Project Manager in managing multi divisional project teams to include subcontractors during the duration of the project.

Work as a team member on the SPD project ensuring that all procurements are received to support construction needs as defined in the integrated master schedule. Must be self-motivated and driven to interact with necessary interdepartmental groups to be successful. This position includes Control Account Manager (CAM) duties as well as tracking specific items utilizing Smart Materials. Below is a list of overall responsibilities required for this position.

* Engineering input document reviews/markups (specs, SOWs, DS ...) including UCNI requirements
* Req reviews/updates after generation by req writing group (SS/SC & Services)
* Tech evals requests (PF-81's)
* Assist in preparation/review of BCPs
o Budgetary estimates and lead times
o Procurement Details for requisition development
o Schedule Development
o WBS Dictionary Updates
o Task Analyses
o Basis of Estimates with supporting documentation
o Update schedule when subcontracts are awarded to incorporate the milestone payments and detailed schedule.
* Weekly POW schedule status updates
* Monthly POW schedule status updates
* Tracking issues on issues log - Procurement should send questions directly to the responsible person that will provide answers with a copy to WPM.
* Prepare Format 5/Variance analysis reports for assigned control accounts
* CD-3 Procurement status meetings/updates
* Change notice review with CAM for schedule and cost impacts for subcontracts.
* Review supplier REA's with CAM - all correspondence to be sent through procurement.
* Notification of surveillances/testing to NNSA for all subcontracts
* Forecasting EAC's for work packages
* Request audits for QSL for upcoming procurements
* Notification of all change notices to Supplier Quality Group.
* Risk development and monthly updates for meetings.
* Verify month end material progress and QBD data
* Verify monthly labor reconciliation
* Assist in obtaining additional award documentation (ie: estimates) for buyers.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Bachelor of science degree preferred.
Experience with SS/SC Procurement Level 1 contract preparation of requisitions and awards. CAM/EVMS experience.
