Central Washington University is recruiting a CATPlan Budget Administrator to join our Budget team in Ellensburg, Washington. This role is an important member of our team as they are responsible for maintaining and updating financial information in our budget systems, over-seeing reconciliation across campus, and provide budget support for select areas across the University. The role is a campus-based position, which means you get to see the lives you are impacting. We're offering a salary, depending on experience, from $80,588 - $100,735.50 plus the awesome CWU benefits.

The CATPlan Budget Administrator plays a crucial role in budgeting and reporting across the University. On a monthly basis this position updates our budget systems with information as of the fiscal month close, updates reporting, and reconciling that information back to our financial systems. On a yearly basis this position helps setup forms/reports for future fiscal year reporting/planning, including making necessary adjustments for key cost drivers, and helps to determine initial funding allocations. On an ad-hoc basis, this position can be requested to help create additional reports to help deliver requested financial information to applicable upper-level administrators and budget managers. Between monthly accounting close/budget updates, this position will help to coordinate and ensure that reconciliations of asset and liability accounts are being completed across the University. In some cases, this means helping to reconcile accounts and setup processes for departments to eventually take-over moving forward. While this position primarily works on the back end, communicating with primary budget support personnel, they are still responsible for supporting divisional areas for budget support as needed, and there are instances in which they will need to interact with end users for technical support. The Role:

Works under general direction of the Director of Budget as a senior level budget program analyst for the institution and manages CWU's Hyperion Planning and Budgeting Cloud Services (PBCS) budgeting system, budget support for assigned areas, and manage general ledger reconciliations. Maintains the budgeting system and provides documentation and end user support/training. Provides ad hoc analysis to support the university's decision making. Provides record of reconciliations and performs various reconciliations as needed. Job Duties

Budget System Administration & Training
- Performs the maintenance of the PBCS budgeting system by uploading and validating data from various systems.
- Coordinates with major area budget managers to facilitate budget management.
- Assists in the budget development cycle with system design, data loads, pulls, and validation.
- Administers set-up and maintenance of security access to the PBCS budget system.
- Develops and maintains written documentation of all budget-related technological systems, applications, policies and procedures.
- Explains accounting and budgeting systems, works collaboratively with departments across campus.
- Provides training on budget processes and interaction with accounting processes.

General Ledger Reconciliation Manager:
- Manage list of General Ledger reconciliations, including defining, assigning, performing, and auditing selected reconciliations. Based on the policy goal of, 'All general ledger accounts should be reconciled to appropriate supporting detail.'
- Review, track, and ensure completion of regularly performed existing financial reconciliations (bank statements, cash accounts, etc).
- Perform selected General Ledger audits, based on the list of reconciliations being performed.
- Reconciliations shall be reviewed and approved by someone other than the person preparing the reconciliation, and the activity recorded by the General Ledger Reconciliation Manager.
- This position will ensure the reconciling of differences between FMS and the supporting detail and data should be documented, cleared, corrected, or written-off within 90 days of origination.

Data Analysis:
- Uses SQL to gather data from CS, FMS, and HRIS.
- Builds financial and non-financial data models to represent to support operational decision making.
- Performs Ad Hoc Analysis for various institutional constituencies.
- Presents data in a manner that is useful and easy to understand.

Budget Management:
- Monitors budget to actuals variance to identify potential problems.
- Reviews, edits and posts budget adjustment requests to the Budget System.
- Creates and maintains forecasts in PBCS.
- Provide support to some assigned areas as direct budget support; department report distribution and review on a monthly basis, and accounting support for journal entries as necessary.

Minimum Qualifications

  • Bachelor's degree in business administration, accounting, economics, finance or statistics.
  • Demonstrated applicable experience working with enterprise database systems such as PeopleSoft, and the ability to retrieve data using SQL.
  • Demonstrated advanced excel skills as well as proficiency in the use of all Microsoft Office software.
  • Demonstrated excellent analytical, written and oral communication skills.
  • Experience presenting data.
  • Demonstrated willingness and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications

  • Four years of budget or data analysis experience.
  • Master's degree in Business Administration, Finance or a related field.
  • Experience with Essbase programming or PBCS budget system management.
  • Experience training fiscal and non-fiscal staff.
  • Experience with budget planning and/or position management systems.
  • Demonstrated participation in programs designed to promote inclusion.
  • Life experiences that demonstrate an ability to contribute to CWU's commitment to inclusion and diversity.

Pay, Benefits, & Work Schedule

Salary: This position has a minimum annual salary of $80,588 and maximum annual salary of $120,883. The Hiring Department's expected hiring range is $80,588 - $100,735.50. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the hiring range is based on the candidate's current experience, education, skills, and abilities related to the position.

Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)

Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
