General Summary:

Under general supervision of the People Operations Supervisor, the HR Assistant, ECL ("ECL"), is responsible for providing administrative and filing support to the ECL division. The HR Assistant ECL maintains the Child Plus database for ECL staff as it relates to Early Care & Learning Personnel files and office of Head Start funded positions. The HR Assistant ECL must become familiar with ECL regulations and performance standards to ensure personnel files meet regulatory standards and are continuously ready for unannounced Community Care Licensing audits.

The HR Assistant ECL is responsible for maintaining ECL employee filing, ensuring files are consistently audit-ready and accurate at all times. The HR Assistant, ECL performs general clerical duties as well as department support as assigned to ensure effective and efficient administrative operations. The confidentiality and security of employee information, data, and communications must be maintained within the Human Resources Department, virtually and/or physically at all times.

This is a hybrid work environment and will consist of working remotely and/or at headquarters' office location. The position is required to be onsite at 3 days per week.

Essential Duties And Responsibilities:

ECL Administrative Duties (80%)

Work within a team environment and provide quality administrative and data entry support to the Human Resources department, which include the following responsibilities:

  • Answer questions from internal and external customers regarding human resource issues, rules, and regulations relating to human resource management; screen and direct calls and take or relay messages.
  • Organize and maintain all ECL employee files and filing to keep the files current at all times. Prepares files for audits and works with auditors as needed while maintaining data security.
  • Process tuition reimbursement requests and Loan Forgiveness forms for employees, ensuring that necessary paperwork is submitted.
  • Assist new hires and hiring managers with the onboarding process in Workday, ensuring all tasks are completed accurately and in a timely manner.

HR Administration and Departmental Backup (20%)

  • Acts as backup to the non-ECL HR Assistant when needed including but not limited to filing, answering employee questions, auditing work, pulling files and information to assist auditors, and assisting on various projects.

Job Specifications:

Minimum Required

  • Education: High School diploma or equivalent required.
  • Experience: 2 years of relevant experience in a high volume, customer service, compliance driven administrative support and coordination role. 1-year Human Resources experience preferred.
  • Professional/Technical Certifications: n/a
  • Technical Requirements:
    • Must have intermediate knowledge of general office procedures with the ability to demonstrate excellent organizational, data entry, and computer skills using Microsoft Word, Excel, Outlook, Zoom, and Microsoft Teams. Child Plus experience preferred. Ability to type 50+ wpm.

Background check required. As a grant-funded Agency supporting Children and Family Services, CCRC conducts background checks commensurate with the role to verify candidate qualifications (criminal history, employment history / experience, education, reference checks) and ensure grant compliance. Specific roles may have additional verification / clearance to the standard background check as part of the recruitment and selection process, including:

MVR / DMV clearance in accordance with CCRC's liability insurance provisions: For positions where driving is required.

Child Development Permit: For positions working in an educational capacity (California Education Code Sections 44242.5, 44340, and 44341)

CPR / Pediatric CPR certification: For certain identified positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health & Safety Code 1596.865 - 1596.866)

Federal Department Checks: For positions acting in a principal capacity to federal funds (Head Start Program Performance Standards 1304.11, Code of Federal Regulations Title 2 Grants and Agreements 2.180.320 and 2.180.995)
