THE POSITION

The Department of Labor & Industry is eager to welcome an ambitious Workforce Development Analyst 2 to perform professional and technical duties in areas related to the administration of the federal Rapid Response program, Trade Adjustment Assistance program, foreign labor certifications, and other special programs within the State Operations Division of the Bureau of Workforce Partnership & Operations (BWPO). DESCRIPTION OF WORK

As a Workforce Development Analyst 2, you will provide access to and information about unemployment compensation benefits, PA CareerLink services, and potential employment and training activities, in addition to providing valuable information to local workforce boards interested in national grant applications. It is imperative for this professional to consistently maintain and enhance knowledge of legislation, regulations, policies, procedures, and trends related to the Workforce Innovation & Opportunity Act (WIOA), including rapid response activities, Wagner-Peyser, and programs under the Trade Act.

You will also be responsible for collecting and analyzing information related to mass dislocations or closures to establish the basis for effective services and evaluation of rapid response and layoff aversion efforts. This professional update manuals and documents to incorporate policy, process, and procedural changes, as well as recommends new or revised procedures in response to legislative actions or new/revised government programs.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • The successful candidate may choose to work out of one of the following PA CareerLink offices: Armstrong, Indiana, Lawrence, Mercer, Oil Region, or Erie.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to a headquarters office in either Armstrong, Indiana, Lawrence, Mercer, Oil Region, or Erie.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Workforce Development Analyst 1; or
  • Two years of experience in performing technical work in a workforce development program, and a bachelor's degree; or
  • An equivalent combination of experience and training.
