Description

Reporting to the Vice President for Clinical Performance in the Office of the Chief Medical Officer (OCMO), the Executive Director of Enterprise Health Information Management (HIM) functions as the Mass General Brigham executive leader for all matters related to HIM operations, budget, human resources, staffing, regulation, education, training, and general administration.

The Executive Director provides strategic leadership and oversight for all enterprise HIM programs and policy development to ensure high quality services are available to all who rely on timely, accurate health information.

Plan, organize, direct, and evaluate all aspects of managing patient health records across Mass General Brigham which are maintained in a variety of formats and locations, and used for diagnosis, treatment, research, teaching, legal, planning and health care management purposes.

Develop, implement, and drive strategies to meet business and regulatory requirements for health information access, exchange, use and disclosure processes.

Advance the growth and utilization of technologies and digital processes within HIM operations (e.g. Release of Information, Document Imaging, etc.) for improving health care quality, safety, and efficiency.

Act as primary HIM representative when collaborating with key executive stakeholders and leaders on strategic level planning, problem solving and decision-making matters.

Responsibilities:

* Create and carry out a vision for Enterprise HIM in alignment with the mission and vision of OCMO and Mass General Brigham. Develop an Enterprise HIM strategic plan which turns that vision into reality, with measurable outcomes related to high service levels of quality, efficiency, and value. Provide executive leadership and oversight to the HIM organizational and management structure to carry out its vision and mission.

* Lead the ongoing transformation of manual HIM operational activities into digital processes and procedures to advance efficient access and improved integrity of health information for users (patients, providers, and employees).

* Drive a communication strategy and plan for Enterprise HIM in support of various programs and changes for awareness across the organization where HIM provides resource management and services.

* Determine overall staffing needs and skills required. Develop new and revised roles and responsibilities to accommodate the growth of Enterprise HIM. Identify and address opportunities for changes to staffing levels such as introducing new technologies or creative joint ventures to accomplish work more effectively for Mass General Brigham.

  • Assure there are adequate strategies in place to measure, monitor, improve and validate data quality and integrity of the health record.
  • Provide leadership for managing health information distribution, sharing, exchange and disclosure to accomplish business strategy and improve patient care. Chair an enterprise-wide, multi-disciplinary Health Information Steering Committee.
  • Advise to determine reliable patient identity mechanisms and frameworks for use across Mass General Brigham.
  • Provide expertise and recommendation to organizational decision makers on legal health record requirements and related privacy standards for managing electronic medical records.
  • Direct all aspects of maintaining a legal health record and a designated record set for Mass General Brigham patients. This would include adequate identity management, content, classification, amendment, preservation, media management and access policies and procedures.
  • Inspire and empower HIM management team to balance accomplishment of HIM duties and strategic priorities, consistent with the mission of Enterprise HIM, with their management responsibilities as necessary.
  • Oversee the establishment of clear and reasonable productivity standards for operational performance, monitoring, and evaluation.
  • Assure operational unit efficiency, appropriate staffing levels, workflow design, adequate equipment, and space utilization for streamlined operations.
  • Drive the establishment and maintenance of up-to-date policies and procedures for Enterprise HIM. Develop and deliver organizational wide education for HIM policy compliance awareness.
  • Provide clear channels of communication, delegation, and accountability across HIM and beyond for effective decision making and problem solving.
  • Determine direction and governance for medical record warehousing, archiving and destruction in accordance with enterprise strategy and policies as well as State and Federal laws.
  • In collaboration with Human Resources, create and maintain strategic talent plan for HIM aimed at hiring, onboarding, developing, performance managing and retaining high performing HIM talent.

Qualifications

Qualifications:

EDUCATION

An advanced degree (Masters) in health information management or systems, health administration, business, health law or other relevant fields is preferred.

REGISTRATION

* Registration with the American Health Information Management Association (AHIMA) and certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) is strongly preferred.

EXPERIENCE

* Requires 10 plus years of health information management experience, at least five of which are in a highly complex, academic medical center or integrated health care delivery system setting leading health information management operations and transformation efforts.

* Knowledge and experience in health information privacy and security laws, health record content, health information and interoperability regulations, legal health record principles, identity management and access to and release of information standards.

* Working knowledge of the Epic EHR HIM modules, preferred.

* Experience with continuous process improvement and project management applications.

* Sustained track record of successful HIM service delivery in complex healthcare organizations.

4. Excellent written and verbal communication skills (concise emails, letters and papers; articulate presentations and committee / group participation, government bodies and depositions). Ability to effectively conduct meetings, both formal and informal.



    5. Exceptional negotiating skills necessary to successfully interact with supply, equipment and service vendors, various systems experts as well as government planners.

    6. Expert knowledge of all regulatory requirements including CMS, ONC HHS, HIPAA, DPH, MA General Laws, TJC, etc.

    7. Confidence to easily work with diverse groups; balancing goal accomplishment while maintaining relationships.

    8. Superb judgment in setting work priorities, planning, decision making and organizing workload.

    9. High degree of personal integrity, discretion, and confidentiality

    Working Condition:

    Mostly remote and once a month mandatory on site meeting at Assembly Row location. Some site-based work.

    Supervisory Responsibilities:

    Manages 5 direct reports and approx. 150 FTEs.

    Fiscal Responsibilities:

    * Provide responsible financial planning, budgeting, monitoring, and execution to support a cost-effective enterprise health information management program with a ~ $22M budget.

    * Develop, justify, and implement annual operating and capital budgets working with the Mass General Brigham Budget Office.

    * Perform successful cost-benefit analysis for new proposed programs or equipment.

    * Respond to institutional requirements to adjust budget related to allocation issues.

    * Generate and implement new ideas for reducing costs while maintaining similar or better service levels.
