The candidate will manage the Mekong-U.S. Partnership's foreign assistance portfolio, including workshops, training, exchanges, technical assistance, and administrative support. Key responsibilities will include planning, budgeting, coordination, implementation, and providing monitoring and evaluation oversight for the Bureau of East Asia and Pacific Affairs (EAP) under the U.S. Department of State. The Mekong Program Manager will be responsible for designing, overseeing, and executing foreign assistance programs for civil society members and government officials in the Mekong sub-region (Burma, Cambodia, Laos, Thailand, and Vietnam), ensuring alignment with U.S. government regulations and requirements.

Compensation & Benefits:

Estimated Starting Salary Range for Program Manager - Mekong: $135,000

Pay commensurate with experience.

Program Manager - Mekong Responsibilities Include:

  • Manage funding and support the implementation of capacity-building programs under the Mekong-U.S. Partnership (MUSP), including planning, budgeting, execution, and auditing. Oversee the design and implementation of key program pillars under the MUSP Plan of Action, including economic connectivity, natural resources management, non-traditional security (including health), and human resource development.
  • Evaluate and manage award files, including quarterly reports, concept notes, and proposals, with a focus on technical and budget sections. Ensure compliance with established standards by reviewing and documenting information from various stakeholders and sources.
  • Collaborate with EAP/MLA Office Units and leadership to design, develop, and draft solicitations for proposals. Execute programming, including evaluating submitted proposals and budgets, to support the MUSP and enhance the integration of Mekong sub-regional issues within ASEAN.
  • Regularly monitor and advise implementing partners on their public branding and messaging to ensure compliance with U.S. government standards.
  • Compile and analyze data from MUSP program partners across U.S. government-funded initiatives, including U.S. Embassies, participants, member country governments, and interagency members, to document and raise the profile of program activities and outcomes.
  • Write social media posts, communications, and internal reports, providing assessments of program progress and outcomes.
  • Ensure adherence to all U.S. government rules, regulations, and policies.
  • May require up to quarterly travel, both within the U.S. (CONUS) and internationally (OCONUS).
  • Coordinate travel and logistics for U.S. government personnel participating in program-funded activities, both domestically and internationally.
  • Provide ad hoc support to the foreign assistance unit in preparing quarterly and annual reports.
  • Performs other job-related duties as assigned.

Program Manager - Mekong Experience, Education, Skills, Abilities requested:

  • Bachelor's degree from an accredited institution (or equivalent)
  • Master's or equivalent preferred
  • Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (or equivalent).
  • Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent).
  • PMP or equivalent certification preferred
  • Experience in Southeast Asia, especially the Mekong region.
  • Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
  • Ability to support implementation of multilateral diplomacy development- and policy-focused programs.
  • Ability to coordinate with interagency partners and manage complex systems.
  • Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, USAID Missions in the region, Congress, and other partners.
  • Ability to work with EAP colleagues to design and update social and traditional media messaging in support of the Department's Indo-Pacific Strategy.
  • Ability to occasionally lift or move of items up to 25 lbs.
  • Secret clearance is required.
