Job Summary

This position is responsible for working with the Substance Use Disorder (SUD) system of care across the youth and adult systems and/or physical health which includes translating policies, procedures, contractual requirements, and clinical models into core operations within CareOregon network of SUD providers. Additionally, this position is responsible for analyzing the SUD system of care, SUD service expansion, training, workforce development/support, providing system coordination, translating program requirements to practice, and leading implementation efforts - using an equity lens to address disparities within the SUD system. CareOregon is a local health plan that administers OHP benefits and is working to improve community health in partnership with our regional networks. This position acts as liaison between internal and external partners, contractors, and stakeholders to facilitate collaboration, consensus building, and ensure accountability. Work is performed under the direction of internal leaders, steering committees, and external partners. This position maintains reports, records, and documentation.

Essential Responsibilities



  • Provide operational guidance on expansion and optimization of SUD services and on systems of care within the region including increasing MAT, detox, SUD wraparound services, and outreach and engagement services.
  • Provide leadership and/or facilitation with Regional SUD community meetings.
  • Assist in the development of regional SUD integrated clinical strategy and process needs, including identifying and tracking deliverables, identifying network and system gaps within the SUD and/or physical health systems of care, and addressing those gaps though partnerships; program enhancements; and network optimization.
  • Communicate with SUD and/or physical health systems of care partners regarding reporting as per contract requirements and reporting associated with CCO contractual obligations.
  • In collaboration with BH Leadership, develop and monitor a dashboard of system performance with success indicators and clinical and financial outcomes.
  • Provide technical assistance to clinics on development of actionable data reports and applied use of reports within their settings (both visual management and electronic based systems).
  • Represent CCO in applicable activities including clinical and other professional organizations. Serve as a representative and clinical spokesperson for the CCO in support of recovery-oriented systems of care.
  • Assist in the compliance monitoring of provider network to review utilization, quality improvement, and evaluation programs for members within substance use disorder services.
  • Identify and operationalize strategies related to SUD workforce development; including provider recruitment efforts; and workforce training and supporting related initiatives.
  • Participate in policy and planning discussions focused on creating increasingly integrated health care delivery models on a community-wide basis.
  • Collaborate with medical and behavioral health providers to create programs or processes to reach members in medical settings and engage into treatment.
  • Engage CCO stakeholders, including County partners, behavioral health professionals and providers, advocates, and members through open communication and articulation of goals and vision.
  • Assist in increasing system capacity for complex cases and co-occurring conditions, enhance SUD continuum of care systems, SUD Outpatient, SUD Residential and SUD Withdraw Management settings.

Experience and/or Education

Required



  • Bachelor's degree in a behavioral health or public health field with 3 years' experience with Substance Use Disorder/dual diagnosis work OR a Master's degree in a behavioral health or public health field with 2 years' experience with Substance Use Disorder/dual diagnosis work
  • Minimum 3 years' experience as a program specialist/coordinator in behavioral health and/or social services
  • Valid driver's license, acceptable driving record, and automobile liability coverage or access to an insured vehicle


Preferred



  • Experience working within a Medicaid managed care environment and/or working with vulnerable populations in community SUD settings
  • CADC I or higher



Knowledge, Skills and Abilities Required

Knowledge



  • Knowledge of the clinical management of diverse mental, behavioral health, physical health and SUD systems of care principles and practices
  • Working knowledge of Community Mental Health and SUD services and programs in Oregon, including working knowledge of OHP benefits, payment issues, practice models, and continuous quality improvement concepts
  • Working knowledge and use of Trauma-Informed language and principles, social determinants of health, use of Person First language and principals
  • Working knowledge of OARs and CCO requirements pertaining to SUD continuum of care, and the delivery of SUD services and supports
