Key Tasks: * Serve as the Product Owner supporting the program in conjunction with the CMS Product Owners * Work directly with CMS Business Owner to elicit, analyze, and document requirements, ensuring clear understanding and acceptance criteria. * Maintain a prioritized backlog of features, user stories, and technical tasks, ensuring alignment with customer needs and business priorities. * Act as the liaison for the business owners and the development team during project development lifecycle. * Collaborate with the Agile Release Train (ART) to plan and prioritize features for upcoming releases, ensuring timely delivery and alignment with program increments. * Work with the HCD, technical and legacy teams to understand the existing and new system functionality as needed. * Author user stories include validation criteria which reasonably covers all areas necessary for complete testing of the new functionality * Provide system demos and training sessions to stakeholders * Work with UX designers to create wireframes for the user stories and review them with users and gather feedback * Provide additional support and guidance to clients during the implementation phase to include development of training resources * Participate in PI and Sprint Planning, ART Syncs and other agile activities as required Required Skills: Proven experience: * 5+ Years of experience as a Product Owner or Product Manager in an Agile environment, preferably using the Scaled Agile Framework (SAFe). * 5+ Years of experience supporting CMS Medicare or Medicaid Programs * Strong understanding of Agile principles and practices, including backlog management, release planning, and Agile ceremonies. * Expertise with JIRA and Confluence. * Ability to ask the right questions to get to the real business needs and dive deeper into initial business requirements * Excellent communication, facilitation, and negotiation skills, with the ability to collaborate effectively with cross-functional teams and stakeholders. * Ability to thrive in a fast-paced, dynamic environment, work independently and adapt quickly to changing priorities and requirements. * Strong analytical and problem-solving skills, with a focus on delivering value to customers and driving business results. Desired Skills: Proven experience with: * Supporting client stakeholders with varying levels of Agile experience * Proficient in MS Power Point, MS Word, and MS Excel * Background in Medicaid finance Education/Certifications: * Computer Science degree or Bachelor's Degree in a related major Desired (pluses): * Master's in Information Systems or Computer Science * SAFe Product Owner/Product Manager (POPM) certification Candidate must have or be willing to obtain a Public Trust Clearance. The proposed salary range for this position in Maryland is 100,000 to 130,000. Final salary will be determined based on various factors.
