Waukesha County's Engineering Team is seeking a talented Civil Engineer to contribute to the planning, design, construction, and maintenance of transportation highway and bridge infrastructure. This role involves engineering problem solving, technical engineering application, teamwork, creativity, learning, communication, customer service and a fearless pursuit of excellence and public service. Key Responsibilities:
- Transportation project development, design, and constructions.
- Project management and consultant oversight.
- Develop and conduct environmental assessments for potential transportation projects.
- Conduct cost estimates, traffic, and drainage studies for highway project evaluations.
- Assist in preparing the five-year highway capital plan.
- Utilize CADD, Civil3D, and GIS for complex engineering computations and designs.
- Prepare detailed reports, roadway plans, right-of-way plats, and technical specifications.
- Transportation project utility coordination.
- Utilize traffic data, processes and tools for highway safety, operations, and design decision-making.
- Prepare and administer highway and bridge construction contracts.
- Manage elements of the department's computerized highway asset management system.
Essential Skills and Qualifications:
- Bachelor's degree in civil, environmental engineering, or a related field.
- Proficient in CADD, GIS, and Civil3D.
- Strong understanding of Wisconsin DOT, AASHTO standards, and pertinent regulations.
- Working knowledge and understanding of Wisconsin DOT Facilities Development Manual, Wisconsin MUTCD, Wisconsin DOT Construction and Materials Manual, and Wisconsin DOT Traffic Engineering, Operations & Safety Manual.
- Proficient with Microsoft 365 Applications.
- Proven project management and data analysis skills.
- Ability to maintain effective relationships with a diverse range of stakeholders.
Salary Range: $75,858 to $100,298 (Depending on Qualifications) Benefits:

Example of Duties

Under supervision, to perform professional engineering work in the development, planning, design, construction, and maintenance of transportation or soil and water conservation facilities; and to perform other duties as required.
Prepares environmental assessments detailing the impact of proposed transportation projects. Provides detail such as cost estimates, traffic, and drainage studies for evaluating and recommending future highway projects. Assists in the preparation of the five-year highway capital plan. Conducts research for design projects as required by federal and state regulations. Prepares right-of-way plats, legal descriptions, roadway plans, cross-sections, and specifications. Performs complex engineering computations and usage of office automation systems including: computer assisted surveying, drafting and design systems (CADD), computer mapping geographic information systems (GIS), and other automated engineering applications (Civil3D). Analyzes and evaluates traffic flow data, and uses the information to design traffic signal installations and complex intersections. Conducts drainage studies for proposed projects. Prepares and reviews specifications, plans, and engineering practices, and inspects contractor's work for highway construction projects. Inspects and tests construction and maintenance materials used in highway and bridge construction. Prepares and administers contracts including ensuring that all specifications are met, resolving disputes, managing consultant filed personnel, inspecting and approving work, and approving payments and change orders. Assists in managing assigned elements of the department's computerized highway asset management system. Keeps accurate records and prepares complex and detailed documents and reports. Establishes and maintains effective working relationships with the staff, consultants, contractors, municipal and state agencies, other county departments, and the public. Maintains prompt, predictable, and regular attendance. Performs other duties as required.

Minimum Qualifications

You must meet the minimum requirement of a bachelor's degree in civil or environmental engineering, or closely related field.
Essential Knowledge and Abilities
- Considerable knowledge of the engineering theories, principles, and practices applied in the design, construction, maintenance, and repair of highways, bridges, and other transportation structures including Wisconsin DOT and AASHTO standards, traffic engineering or biological principles and practices relating to watershed protection, stormwater management, soil erosion control, nonmetallic mining restoration, flood control, farm runoff management, non-point source water, pollution abatement, and management of natural resources.
- Considerable knowledge of federal, state, and local statutes and regulations governing highway design and construction, access, traffic engineering, land drainage, water resources, subdivision platting, and land acquisition.
- Considerable knowledge of environmental issues including erosion control, hazardous waste, wetland mitigation, and flood plain, wildlife, and agricultural impacts.
- Considerable knowledge of right-of-way plat preparation and the land acquisition process.
- Considerable knowledge of computerized drafting (CADD) and engineering software (Civil3D), and Microsoft 365 applications (Word, Excel, Powerpoint, TEAMS, OneNote, Planner).
- Working knowledge of project management including project scoping, scheduling, cost estimating, contract negotiations, contract law, and project budgeting.
- Ability to manage and coordinate multiple moderate sized projects.
- Ability to research, analyze, and evaluate comprehensive data, plans, reports and designs; and to make appropriate recommendations.
- Ability to make complex mathematical computations, and to use surveying, drafting, and design technology.
- Ability to keep accurate and detailed records and field notes; and to prepare and present detailed written and verbal reports and presentations.
