The Institute for Defense Analyses (IDA) operates three Federally Funded Research and Development Centers supporting federal decision making - two serving the Department of Defense and one serving the Office of Science and Technology Policy in the Executive Office of the President of the United States. The Institute for Defense Analyses (IDA) has an immediate opening at our Center for Computing Sciences (CCS) location in Bowie, Maryland for a Full-time Lead Control and Distribution. IDA offers a competitive salary, an excellent benefits package and a superior professional working environment. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $53,678 - $85,880. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.

Primary Responsibilities:



  1. Records and maintains the records of all received internal and external classified documents.

    1. Screens incoming documents and materials for proper security markings.
    2. Assigns log/accession numbers to all documents based on classification level.
    3. Prepares and signs return receipts.


  2. Develops and maintains the document control database; enters and updates document information as required.
  3. Provides assistance to technical and research staff members in locating and obtaining requested documents; assures that all documents being released contain proper security markings and that proper distribution procedures are followed.
  4. Maintains inventories of classified documents and materials.

    1. Tracks down old or missing documents and reconciles discrepancies.
    2. Files un-circulated documents.
    3. Re-grades documents (all copies, pages, and paragraphs) as instructed.
    4. Initiates destruction procedures for documents on a routine basis, or when instructed.
    5. Coordinates the inventories of staff member's classified holdings.
    6. Assists property with the receipt and transmittal (inventory of incoming & outgoing) of classified materials to the organization outside of CCS


  5. Maintains the secure storage of sensitive documents within the safe, including managing access controls, maintaining proper safe documentation logs, regularly auditing contents, and implementing procedures to prevent unauthorized access to the safe equipment.

    1. Assigning safe combinations.
    2. Training personnel on safe access.
    3. Ensuring safes are fully functional and in working order.
    4. Assisting with establishing protocols to manage the safes and contents during emergencies (exit Drop boxes).


  6. Manages the Disposal and Destruction equipment and space

    1. Maintains and ensures all equipment within the Disposal/Shredder Room are in working order.
    2. Collects and properly disposes of classified material and burn bags
    3. Schedules and facilitates large destruction runs.
    4. Assists in providing guidance to the staff on destruction procedures to include low impact (office equipment) and large/high impact shredders (Shredder Room).


  7. Facilitates Classified Library participation in all off-site conferences.

    1. Directs the production of all conference abstract books, ensuring all items receive the proper classification markings.
    2. Prepares database including information on all conference attendees to facilitate expedient labeling and tracking of conference folders.
    3. Maintains 100% accountability of all conference folders at the end of each conference day; storing materials in the vault.
    4. Coordinates the mail-out and/or destruction of all conference abstract books and conference participant notes in a timely manner.


  8. Ensures proper distribution procedures are followed when classified documents are distributed internally via the Classified Records Information System (CRIS), and externally via CCS courier within the metropolitan area. Serves as a back-up courier on an as-needed basis.
  9. Performs duties as Alternate COMSEC custodian.
  10. Provides guidance for the other C&D staff.
  11. Performs other duties as assigned.


Minimum Qualifications/Requirements:



  • High school diploma or equivalent.
  • Three or more years of responsible work experience handling classified documents and materials, comprehensive knowledge of relevant security directives. Supervisory experience desired.
  • Ability to communicate effectively both orally and in writing.
  • Ability to lift at least 50 pounds.
  • Ability to obtain and maintain required security clearances.
  • Preferred TS/SCI with full-scope polygraph.
