JOB ANNOUNCEMENT ASSISTANT COMMISSIONER (Multi-Family Finance) DEPARTMENT OF HOUSING Bureau of Housing Development Number of Positions: 1 (additional vacancies possible pending budget approval) Starting Salary: $118,128.00 - $133,524.00 Applications for this position will be accepted until 11:59pm CST on 12/06/2024 Under direction, manages and oversees the activities of the Development Finance Division, which includes underwriting and the financial analysis of requests for Low Income Housing Tax Credits, Community Development Block Grant, HOME, and other sources of funding assistance for affordable housing developments ESSENTIAL DUTIES * Supervises Development Finance division staff and programs * Plans and establishes division goals and objectives in compliance with department goals and mission statement; establishes operational policies and procedures * Establishes policies and procedures and oversees the implementation of new or modified processes * Develops, implements, and monitors programs designed to improve and expand divisional and departmental services and achieve departmental and divisional goals * Analyzes and evaluates program efficiency and recommends improvements for same * Troubleshoots problematic issues relative to division activities and recommends alternate solutions * Completes required reporting for subsidy layering, low income housing tax credits and outcomes specific to the development of affordable housing * Oversees data collection, tracking, and reporting by staff and program partners expenditures, outcomes, and evaluations * Directs subordinate personnel responsible for executing programmatic objectives and policies * Ensures subordinates' compliance with departmental rules * Serves as liaison between the department and local, state, and federal agencies * Represents the Commissioner and the department at City Council and committee hearings, conferences, public meetings, and meets with alderman, program partners, developers, and others regarding the programs and operations of the division and department * Oversees regulatory compliance matters related to division projects and programs * Communicates instructions issued by the Commissioner to department managers and subordinate staff * Provides reports/recommendations to the Deputy Commissioner and other senior staff * Manages division day-to-day operations in absence of Deputy Commissioner Additional duties may be required for this position
Location: 121 N LaSalle Street Days: Monday - Friday Hours: 8:30am - 4:30pm THIS POSITION IS EXEMPT FROM THE CAREER SERVICE Qualifications
MINIMUM QUALIFICATIONS * Nine (9) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR * Graduation from an accredited college with an Associate's degree, plus seven (7) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR * Graduation from an accredited college or university with an Bachelor's degree, plus five (5) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR * Graduation from an accredited college or university with an Master's degree, plus four (4) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position SELECTION REQUIREMENTS This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected. Preference will be given to candidates possessing the following: * Previous experience using federal and local subsidy programs including at least one of the following: HOME funds, Low Income Housing Tax Credits, or Illinois Affordable Housing Tax Credit * Master's degree or higher in Finance, Urban Planning, Public or Business Administration * Previous project/program management experience * Previous experience making public presentations to groups and/or organizations * Proficiency working in Microsoft Word, Excel, Access, and PowerPoint APPLICATION EVALUATION: Initial evaluation will be based on the information provided on the application and the documents submitted.
