USAC's target compensation range for a new hire into this position is $50,000 - $67,000 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. Working in a creative and fast-paced environment, the Assistant Telecommunications Analyst is responsible for providing technical telecommunications support for all components of the High-Cost program. The Assistant Telecommunications Analyst contributes to the development, implementation, and documentation of policies and procedures aimed at maintaining FCC rules compliance for wireless and fixed technologies and program operational efficiency.

Responsibilities

  • Assist the telecommunications engineers to support the technical program teams and programmatic issues including compliance relating to telecommunications and other policy-related concerns.
  • Assist the telecommunications engineers to support the knowledge management of telecommunications infrastructure and technology and other relevant emerging technologies for USF program. This includes:
  • Good understanding of Telecommunications Broadband Infrastructure systems.
  • Assessing the evaluation of new technologies, techniques and Telecommunications products.
  • Support the technical team in advising the implementation of technical requirements for verification of participant-provided wireless and fixed wireline data for voice and broadband services as needed.
  • Assist the telecommunications engineer to support the IT Product team with wireless/fixed wireless data collection and validation as needed.
  • Ensure compliance with organizational requirements and business processes, including but not limited to, product life-cycle management, records management, and historical archiving and document development as needed.
  • Capability to field test the broadband performance for various Fixed Wireline technologies in both copper and fiber-based technologies, Capacities and Best Practices.
  • Assist the telecommunications engineers to collaborate with external stakeholders on technology and technical/Business matters with the program. Support the technical telecommunication reviews of all FCC orders and mandates. Work with the technical team to Identify impact that potentially affect the expansion of broadband to rural areas of America.
  • Support the process of collecting and analyzing data sets aligned with business needs and strategic initiatives. Work with the technical team to Identify patterns and trends to help make real-time decisions and recommendations about program integrity, compliance in order to reduce waste, fraud, and abuse.
  • Assist the telecommunications engineers to generate and present on a variety of reports, graphs, summaries, and presentations that deliver analytic results as needed.

About You

The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the High Cost.

  • Bachelor's degree and/or relevant technical training.
  • Certifications in Telecommunication, Business, and/or other relevant training is preferred.
  • Zero (0) to Two (2) years of professional directly related experience in telecommunications.
  • Minimum one (1) year of experience with fixed wireline technologies, drive testing and data collection, preferred.
  • General knowledge of the Federal Universal Service Fund (USF) programs.
  • Knowledge of organizational and project management skills including the ability to take initiative and independently and effectively prioritize tasks.
  • Ability to develop action plans and organize workload, of self and others, to accommodate competing deadlines and projects.
  • Geographic Information System (GIS) knowledge is desired.
