Summary Responsible for serving as the City's field representative and overseeing Public Works and private development construction. Also responsible for providing quality assurance oversight on projects performed by the City and contractors. Pay Range: $20.72 - 26.78 (Depending on qualifications) Essential Duties and Responsibilities Provide quality assurance and quality control of public works construction performed by both city contractors and private development contractors. Conduct project management of City projects and contractors including becoming familiar with contractor's CPM (critical path method) schedule while reviewing daily construction progress, identifying problems and recommending solutions. Maintain project documentation for city and private development projects and right-of way permitted work. Maintain storm water quality compliance with Federal, State and City requirements on both city and private projects. Coordinate and oversee activity in city right-of-way, easements and flood plains. Provide daily observation of jobsites for general compliance with OSHA requirements. May inspect right-of-ways and issue citations for violations. May review/approve Right of Way permits as required. Minimum Qualifications High School Diploma or General Equivalency Diploma (GED) 75 contact hours of technical training in inspection and public works construction 4 years related experience Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Qualifications Education/ Experience 6 months to 1 year advanced training 4 to 6 years of experience in public works or building construction Knowledge, Skills & Abilities Comprehensive knowledge of City, State, and Federal Codes and Specifications relative to Public Works Construction Comprehensive knowledge of Federal & State requirements for Safety (OSHA), Accessibility and Pollution Control Comprehensive knowledge of the Engineering Code of Ordinances Comprehensive knowledge of Public Works construction means & methods Comprehensive knowledge of construction scheduling and sequencing Comprehensive knowledge of basic Quality Assurance & Control processes including specific material testing procedures Skill in basic computer office software Skill in high school level mathematics Ability to read and interpret contracts, specifications and construction plans Ability to learn new technologies, procedures and specifications Ability to work effectively with people in order to accomplish project goals Ability to maintain a broad perspective on projects and anticipate problems Ability to communicate effectively in writing and orally Ability to resolve conflicts in a professional manner Licenses and Certifications Valid Class C Texas driver's license
