BOTETOURT/CRAIG Division: Water Quality Status: Non-Exempt Grade: 109 Job Code: 783 Reports to: Community Systems Operations Manager Date: 10-28-24 Revised Date: 12-26-24 Last Reviewed Date: 12-26-24 SUMMARY OF JOB Supervises, organizes and directs inspection, operation, maintenance, of wastewater and water treatment, pumping stations, and distribution and collection systems within the Community Systems Operations. Assists in preparation/development of adequate five-year capital improvement plans for infrastructure renewal and compliance with regulatory programs. Troubleshoots plant conditions to identify areas/equipment functioning at improper levels and inspects the operation of the water pumping stations and sewage lift stations. Coordinates industrial influent problems with the Pretreatment program and regulates impoundment output of storage reservoirs to eliminate algae/other organic growth. Ensures adequate monitoring of bio solids treatment and operation of reservoirs in accordance with applicable permits. Serves as head water & wastewater plant operator. Reviews/signs reports to Department of Environmental Quality and Virginia Department of Health. Monitors State/Federal Regulatory Development. Prefer bachelor's degree in environmental studies/chemistry/sewage treatment/water treatment or other related field or five (5) or more years of related experience. Minimum three (3) years of supervisory experience. Prefer Class II license from the Virginia Department of Professional and Occupational Regulations for Wastewater Works and a Class III for Waterworks required. Minimum Class III license from the Virginia Department of Professional and Occupational Regulations for Wastewater Works and a Class IV for Waterworks with requirement to obtain Class II wastewater works and Class III waterworks licenses within twelve (12) months. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following. Other duties may be assigned or scheduled. * Plans, directs and coordinates all activities of assigned areas. * Prepares short and long-range plans for assigned area to include financial analysis and project review. * Assists in the formulation and administration of departmental policies, plans and programs. * Takes active role or assures subordinate supervisors take active role in developing employees by establishing individual employee goals and objectives. Assures appropriate resources are available to obtain established goals and objectives. * Assures department internal training as well as insuring adequate in-service training programs and opportunities exist to satisfy DPOR continuing education requirements for assigned staff. * Recommends appointments and promotions within assigned area. * Works with department manager and/or director in regards to dismissal of employees. * Assures employee evaluations are complete and accurate and meets all requirements. * Assists in preparation of assigned area's budget and maintains authorized budget. * Confers with department manager and/or director on problems encountered in assigned area. * Participates in the development of adequate five-year capital improvement plans for infrastructure renewal and compliance with regulatory programs. * Schedules, assigns, supervises and inspects the operation of the water and wastewater distribution/collection, pumping stations, and treatment facilities. * Troubleshoots plant conditions to identify areas/equipment functioning at improper levels. Coordinates industrial influent problems with Pretreatment program staff. * Inspects and maintains water sheds and aqueducts. * Regulates impoundment output of storage reservoirs to eliminate algae and other organic growth. * Oversees the scheduling of water operators and wastewater operators for the water treatment facilities and wastewater treatment plants. * Trains, supervises and disciplines employees performing the duties of operation, inspection, laboratory procedures and monitoring, and minor repair of water/wastewater treatment facilities and Authority policies and procedures. * Supervises the control and use of, and assumes responsibility for all inventory, materials, supplies and equipment used in the operations, laboratory testing, and minor repair of water and wastewater treatment. * Supervises and directs the activities of employees engaged in the operation of Community System facilities to include operators and assigned field staff. * Oversees the safety of assigned maintenance workers, licensed trades employees, and other staff by instructing individuals in proper safety procedures and monitoring work in progress. * Provides recommendations regarding heavy equipment purchases and requisitions all supplies and materials needed for effective department operation. * Advises Director(s), Engineers and other Authority officials in matters relating to department activities and with regard to investigative findings. * Oversees response to complaints regarding water and wastewater treatment system failures, leaks, or other problems; evaluates situation. * Develops and ensures adequate preventative and predictive maintenance programs for the water and wastewater treatment systems. * Insures the proper maintenance of equipment and tools. * Reviews/sign necessary monthly operation reports for VDH and DEQ. * Monitors State and Federal Regulatory Development. * Extremely detailed understanding of the operation and maintenance of water and wastewater treatment facilities and reservoirs. * Ensures adequate monitoring of bio solids treatment. * Serves as head water and wastewater treatment plant operator. * Subject to twenty-four (24) hour call. SUPERVISORY RESPONSIBILITIES Manages/supervises assigned employees in accordance with the organization's policies and applicable laws. EDUCATION and/or EXPERIENCE Prefer bachelor's degree from an accredited college or university in environmental studies, chemistry, sewage treatment, water treatment or other related field, or five (5) or more years of related experience. Must have and three (3) years of supervisory experience. CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS * Must possess a valid Virginia driver's license or have the ability to obtain one within 60 days of employment date. No more than six (6) demerit points on driving record if required to drive Water Authority vehicles. * Must be in possession of a Class III license from the Virginia Department of Professional and Occupational Regulations for Wastewater works and a Class IV for Waterworks with ability/requirement to obtain Class II wastewater works and Class III waterworks licenses within twelve (12) months. Class II license from the Virginia Department of Professional and Occupational Regulations for Wastewater Works and a Class III for Waterworks is preferred.
