The State Highway Administration's (SHA) Office of Policy and Research (OPR) is currently recruiting for a Knowledge Analyst (Administrative Officer III) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Knowledge Analyst is responsible for assisting with the administration and management of the Knowledge Management System (KMS) in the Office of Policy and Research (OPR), Research and Knowledge Management Division. This position will ensure that the KMS functions as a strategic platform providing access to a centralized repository of knowledge assets associated with SHA's legislative policies, research, and organizational knowledge. This position provides advanced technical knowledge related to the management of organizational knowledge assets including state and federal legislation, relevant policies, internal and external research relevant to SHA's business functions, standard operating procedures, as well as associated search indexes, taxonomies, and information management strategies. Additionally, this position serves as an assistant SHA record liaison to The Secretary's Office (TSO). This position reports to the Information and Knowledge Management (IKM) Officer of the Research and Knowledge Division leveraging best practices and improving the overall effectiveness of the agency's knowledge assets by ensuring better access and utilization throughout the agency.

QUALIFICATIONS: MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Three (3) years of experience in administrative or professional work. Selective Qualification: One (1) year of the required experience must have involved project management. *A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). Preferred Qualifications: The ideal candidate should possess the following:
- Bachelor's degree from an accredited college of university
- Excellent oral/written communication skills
- Exceptional customer service skills
- Excellent time management skills
- Proficient in Microsoft Office
Notes: 1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience. 2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
