Rutgers University Behavioral Health Care (
UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education.
UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016,
UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition,
UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year. |

Rutgers, The State University of New Jersey is seeking a Program Manager for the Child & Adolescent Services Partial Hospital within Rutgers University Behavioral Health Care.
The primary purpose of the Program Manager is to manage day-to-day operations of the Child & Adolescent Services Partial Hospital Program, providing clinical and administrative oversight and direction. Takes a leadership role in program planning, development, and evaluation. Provides advanced level clinical management and supervision to staff that meets quality standards. Serves as primary liaison to community. Demonstrates competency in recognizing the unique needs of the population and ensuring evidence based treatment is being provided for population served.
Among the key duties of this position are the following:
- Ensures the delivery of quality clinical services to program youth, including individual, group, and family therapy and case management and develops comprehensive range of services as evidenced by the program's ability to accommodate varied referrals.
- Receives and reviews referrals, screens potential referrals to ensure program services meet identified needs and medical necessity requirements, coordinates intakes and admissions, and ensures appropriate disposition plans at discharge.
- Assigns cases, oversees clinician caseloads, and coordinates schedules and staff assignments to optimize resources to ensure coverage on a daily basis as demonstrated by unit productivity measures, accuracy of billing reports and timely completion of all documentation.
- Assures that all staff maintain standards of productivity and excellence related to competency and professional codes of conduct.
- Participates with Director in hiring, credentialing, and orientation of new employees according to the UBHC and Rutgers Human Resources policies.
- Provides clinical supervision to staff to assist in improving the effectiveness and efficiency of their client treatment.
- Assures that clinical documentation and other ancillary documentation meet quality, quantitative and time standards.
- Provides individual, group, family therapy and case management, as clinically indicated to meet the direct service hours established for this position and for the program.
- Responds with sensitivity to cultural, language and socioeconomic issues of clients and intervenes clinically based on evidence based, effective approaches.

Qualifications
Minimum Education and Experience |
- Master's Degree in a related mental health discipline and five (5) years of postgraduate experience in a relevant behavioral healthcare setting serving children and adolescents.
- An appropriate doctorate may be substituted for two (2) years of experience.

Certifications/Licenses |
- Independent professional licensure.
- Two (2) years supervisory experience.
- Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.

- Outstanding human relations and leadership skills, and the ability to function in a team environment required.
- Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
