The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. This position functions as the finance team lead overseeing various HUD funding and grant programs, including the Housing Choice Vouchers, Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME). Works with senior management and program staff to ensure the most strategic utilization of the agency's financial resources. Develop budget submissions for the assigned programs, including funding projections for decision-making process with community stakeholders. Prepares and reviews complex accounting and financial management transactions, ensures proper accounting of each transaction and monthly financial reconciliation. Participates in annual financial audit, single audit, and other related audit activities including creation of financial statements for assigned funds. Ensure the timely preparation and submission of grant and regulatory reporting requirements, and related reimbursement requests. Prepare recommendations on financial or accounting oversight concerns or errors. Understands program requirements and how financial management and planning are imperative to the delivery of service, including related regulatory compliance. Prepares narrative budgetary and accounting reports, linking financial and program data.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and credit check to the satisfaction of the employer prior to appointment.
PREFERRED QUALIFICATIONS:
- Bachelor's degree in accounting, finance, business administration, or public administration.
- Seven to ten years of progressive experience in the field of accounting, finance or budget, preferred in a governmental or housing authority setting.
- Two or more years supervisory experience, particularly in local, state, or federal government.
- Ability to prepare financial statements to include Statement of Net Assets, Balance Sheet, Income Statement,
- Statement of Cash Flow and related notes to the financial statements, in either GASB or FASB format as applicable to the FCRHA entity.
- Ability to interpret and monitor federal and state funding requirements and compile related reporting.
- Proven ability to develop and present complex financial reports and analysis, including detailed projections and
- financial scenarios relative to program analysis, operating and capital budget forecasting and preparation, and annual budget monitoring.
- Demonstrates initiative and knowledge to research, understand, and resolve complex financial issues.
- Ability to plan and implement activities in order to ensure effective and efficient utilization of resources.
- Strong written and oral communication skills, with an ability to prepare and present reports for leadership decision-making.
- Advanced knowledge of Excel, Word, and PowerPoint.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
