The Operations Health and Safety Specialist reports directly to the Clear Lake HES Manager and provides day-to-day health and safety support for plant operations. The position requires direct interaction with other company and contract employees to exchange information and ideas directly related to the success of the plant and Acrylics business unit. The position has no direct Arkema reports. The Maintenance Health & Safety Specialist and the Environmental and Safety Specialist are the designated backups for this role in the organization. This position oversight one imbedded licensed fire technician.

The Operations Health and Safety Specialist provides day-to-day support to the Operations organization to ensure the safe, compliant, efficient, and reliable operations of the Clear Lake Plant. The Clear Lake Plant operates continuously (24/7) and has an annual Acrylic Acid production capability of 270 kT. Finished products are Glacial Acrylic Acid, Butyl Acrylate and Methyl Acrylate.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following are the key activities and responsibilities of the Operations Health and Safety Specialist role:

SAFETY: 65-70%

  • Audit SWP's daily and provide field support to ensure alignment with plant policies. Highlight any consistent gaps or trends in adhering to the policies, and work with supervision to address them.
  • OSHA VPP committee lead
  • Train, review and approve Operator qualifications for Safe Work Permit (SWP) Issuers, High Energy Hot Work Issuers, Confined Space Entry Issuers, and any other HES training as needed.
  • Own the LOTOTO I Isolation of Energy program. Train, review and approve LOTOTO/RTM Issuers & Approvers. Audit the program. Highlight any consistent gaps or trends in adhering to the policies, and work with supervision to address them.
  • Champion participation in Behavioral Based Safety (BBS/CARES) observation and SWAT programs. Perform weekly observations, with a focus on high-risk activities. Ensure engagement and participation of all site employees.
  • Assist in development of hazard analysis for Line & Equipment Opening (LEO), and in determining effective mitigations when needed (LEO Escalation).
  • Provide safety oversight and issue resolution for major projects and turnarounds.
  • Serve as a Safety Reviewer for Management of Change (MOC) Reviews and highlight actions needed to comply with plant policies.
  • Participate in Pre-Startup Safety Reviews (PSSR's) & Startup Permits as a Health & Safety SME and highlight actions needed to comply with plant policies.
  • Assist in setting the housekeeping standard for the plant. Audit work areas daily and provide timely feedback on any deficient conditions.
  • Provide Root Cause Analysis support for Health & Safety incidents by helping gather evidence, participating in investigations, and completing follow up actions in a timely manner.
  • Provide support for maintenance contractor pre-job safety reviews as needed.
  • Participate on the plant's empowered HES Team and ensure that the team is taking prompt action to address safety performance gaps. Ensure prompt completion of safety related actions (suggestions, gaps identified, improvements)

EMERGENCY RESPONSE & SECURITY: 15-20%

  • Participate in Arkema's Emergency Response Team (ERT) activities, help coordinating team member training, physicals. equipment and incentive pay in coordination with the site partners.
  • Plan and schedule Emergency Response training and drills, including critiques and follow-up actions. Plan and schedule Arkema Emergency Directors drills and support training.
  • Maintain and improve the site's Emergency Response and Security policies/procedures.
  • Work with specialty contractors to ensure the plant's fire protection is properly inspected and maintained. This includes eye wash and safety showers. Offer efficiency and costs improvements on this matter. Manage one imbedded on-site licensed technician and coordinate any repair or project work.
  • Ensure full implementation of the site's Security Policy. Aid in managing badges, keys, and other security equipment as needed. Support on-boarding process as needed.

HEALTH: 10-20%

  • Assist with medical case management and timely reporting of injuries.
  • Support and manage the gas detectors service contract.
  • Update and maintain the site's PPE grid to ensure employees have the right PPE for each task. Audit in the field to ensure compliance. Close follow up of PPE suppliers to ensure proper service and costs are provided.
  • Serve as the site's Radiation Safety Officer. Make sure that monitoring equipment is tested and calibrated annually, and that radiation equipment is tested semi-annually. Provide guidance as needed on radiation and x-ray activities in the plant.
  • Performs other duties as assigned.
  • In the Operations Health & Safety Specialist's absence, the Maintenance Health & Safety Specialist or Environmental and Safety Specialist will serve as backup. Specific duties include:
  • Assist in managing and investigating safety or medical incidents.
  • Provide guidance on plant HES policy questions.
  • Provide input on LEO Escalations.
  • Coordinate safety or security equipment activities.

Travel Requirements

  • Has minimal (<5%) travel obligations - both domestic and international.

Minimum Qualifications and Education Required

  • Minimum of 5 Years of plant operations experience with understanding of safety processes and hands-on experience in safety compliance activities.
