Description of primary duties and responsibilities: |
Primary Purpose of the Organizational Unit:
The Fayetteville - Cumberland Regional Entrepreneur and Business Hub is a stand-alone, accessible space that houses entrepreneurial support activities. It is currently located separately on campus and in Fayetteville. These include
SBA-supported Small Business Technology Development, Veterans' Business Outreach Centers, and microlender
CEED. Entrepreneurs and ecosystem partners can meet in collaborative workspaces or conference rooms with video conferencing and receive workshop training. The primary focus will be on promoting small business growth in a ten-county region where economic prosperity has been significantly lower than state and national averages. The core region comprises ten counties near Fayetteville State University: Bladen, Cumberland, Columbus, Harnett, Hoke, Robeson, Richmond, Moore, Scotland, and Sampson. Five of the ten- counties in this core region of approximately 730,000 people are among the most economically distressed counties in the state of North Carolina-based on the state's official ranking system. The counties considered most economically challenged are classified as Tier 1, while those providing the best economic opportunities are classified as Tier 3. Of the counties in the core service region, all but Harnett County are classified as Tier 1; Harnett is classified as Tier 2.

Primary Purpose of the Position:
The primary purpose of a Business Development Outreach Specialist is to work with the Fayetteville Cumberland Regional Entrepreneur & Business
HUB director to identify, plan, and execute projects within the ten-county service area. In this role, the individual will coordinate with the county and city economic development agencies and community college small business centers to implement small business training to help businesses build capacity to win local, state, university, and federal contracts. The specialist will identify training opportunities to assist small businesses in acquiring access to funding, certifications, bonding, and insurance. |
Minimum Education And Experience Requirements: |
A bachelor's degree from an appropriately accredited institution in business administration, project management, public administration, or a related field (e.g., Marketing, Communications). |
Knowledge, Skills And Abilities: |
- Driver's License: A valid driver's license and reliable transportation are required.
- Must be comfortable traveling throughout the ten-county region.
- Excellent communication (written and verbal) and interpersonal skills.
- Strong presentation and public speaking skills.
- Experience in building and maintaining relationships with diverse stakeholders.
- Ability to develop and implement outreach strategies.
- Excellent organizational and time management skills.
- Strong analytical and problem-solving skills.
- Experience working with local and/or minority-owned businesses (MBEs).
- Knowledge of government procurement processes and regulations (a plus).
- Proficiency in CRM software (e.g., Salesforce) (a plus).
- Experience in proposal writing and editing (a plus).
- Extensive knowledge of contract principles and procedures.
- Proficient in Microsoft Office Suite and relevant contracting software.
- Ability to work independently and as part of a team.
