USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

BHASC is seeking a Knowledge Management Specialist (KMS) to support the Applied Learning Team (ALT) in BHA's Office of Technical and Program Quality (TPQ). ALT is located within the Design, Monitoring, Evaluation, and Applied Learning Division (DMEAL) of TPQ. The Office of Technical and Program Quality ensures technical excellence in humanitarian programming through evidence-based guidance and training, continual learning, and global engagement. The DMEAL Division leads BHA's efforts to ensure high-quality programming, rigor, and innovation through strategic planning and activity design, consistent and effective performance monitoring, comprehensive and appropriate evaluation, and purposeful learning across the full spectrum of BHA responses and programming. The ALT improves BHA program quality, decision-making, and strategic leadership through strengthening capacity and practices around adaptive management, cross cutting strategic approaches, purposeful learning, and coordination/collaboration.

As a member of the ALT, the KMS will support office-wide integration of knowledge capture, transfer, and utilization while also fostering strengthened capacity in collaborating, learning, and adapting (CLA) more broadly. These efforts contribute to the uptake of evidence and learning, knowledge and experience arising from BHA programs, thus extending the impact of past investments and facilitating adaptation to new operational and local contexts.

Building upon the strong foundations of BHA as a learning organization, the KMS will support the application of knowledge for more effective humanitarian assistance. The emphasis for this role is on people and processes rather than data management systems. The incumbent will work closely with and receive technical guidance from the ALT Team Leader and KM and Organizational Learning Advisors.

Responsibilities include, but are not limited to the duties listed below

The responsibilities of the Knowledge Management Specialist include:

    Supporting the design and management of learning events, consultative processes, webinars, and other training/interactive approaches in collaboration with other BHA staff and KM/Learning support mechanisms.
  • Supporting the launch of and providing ongoing technical assistance to technical and programmatic communities of practices, both internally in BHA as well as with/among partner organizations.
  • Coordinating with ALT and KM/Learning support mechanisms to develop and refine tools and resources that capture and share promising practices, lessons learned, and emerging evidence in sector specific and cross cutting technical areas.
  • Providing internal feedback on CLA or adaptive management plans submitted by partners and documenting identified capacity gaps.
  • Collaborating with BHA contractors and vendors to ensure that content aligns with best practices and is in compliance with USG/USAID regulations, including 508 compliance.
  • Supporting ALT's efforts to oversee the operations and financial management of the team's grant awards, including supporting application processes, activity-level work planning, and budget management.
  • Initiating and maintaining effective relationships within BHA, with implementing partners, and with other agencies and donors; participating in key KM/learning communities of practice to stay abreast of innovation and best practices; and identifying opportunities for collaboration, and events or other mechanisms for dissemination and sharing of BHA KM/Learning experience.
  • Playing a substantive role in work planning for the ALT, including supporting participatory processes to gauge needed areas of support from BHA staff globally and integrating contributions from BHA KM/Learning support mechanisms.
  • Serving on BHA responses as needed and as requested by BHA.
  • Performing occasional other duties as assigned.


Education, Requirements and Qualifications

  • Minimum Education and Experience
    • MA/MS and 0 years of relevant experience, OR
    • BA/BS and 2 years of relevant experience, OR
    • High school diploma and 6 relevant years of experience
    • Experience must culminate in a set of responsibilities similar to those of this position.
  • Preferred Education and Experience
    • MA/MS and 4 years of relevant experience in project management, including overseeing planning, budgeting, timelines, and quality control over end products, OR
    • BA/BS and 6 years of relevant experience in project management, including overseeing planning, budgeting, timelines, and quality control over end products, OR
    • High school diploma and 8 relevant years of experience in project management, including overseeing planning, budgeting, timelines, and quality control over end products.
  • Required to have US citizenship with the ability to obtain and maintain a Secret Clearance.

Additional Qualifications and Requirements

  • Demonstrated experience in convening stakeholders for knowledge sharing or capacity strengthening.
  • Strong knowledge of Microsoft Office and Google Suite applications, content management systems. Additional skills with Google Analytics and basic HTML preferred.
  • Demonstrated experience working in international development or humanitarian assistance and taking into account differences in culture, language, access to resources, and other factors.
  • Demonstrated ability to work well under pressure, successfully balancing competing priorities and demands.
  • Possess excellent judgment and reliability;
  • Have strong organizational skills and exceptional attention to detail;
  • Possess excellent oral and written communication skills;
  • Be flexible and adaptable to changing circumstances; and

Full pay range for this position is $86,000.00 to $102,000.00 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.
