Overview The Energy Markets Policy Group is looking to hire a highly motivated individual to join its team. The Project Specialist is responsible for contributing to and advancing the Company's strategic objectives by delivering expert knowledge and thought leadership to inform company leaders on future regulatory, policy, market, and industry trends and collaborating internally and externally to position the company to adapt to these changes and leverage business development opportunities. The Project Specialist will be responsible for developing and recommending policy positions to senior management in the interest of the company and our customers, and advocating for those positions by working through regulatory processes and cultivating strong relationships with regulators, stakeholders, and other utilities.
Responsibilities
Core Responsibilities
- Support the development of energy policy positions in response to (or anticipation of) federal energy policy and regulatory developments (i.e., issues related to transmission development, wholesale energy markets, and renewable energy integration), and make recommendations to management. Advocate for these policy positions with federal and state regulators and ISOs/RTOs in ways that express integrity and authoritative knowledge.
- Monitor federal energy policy and wholesale energy market developments at FERC, NYISO, and PJM, as well as relevant energy market and transmission developments at the New York Public Service Commission. Analyze proposed policies to identify and calculate impacts on the Company and our customers. Facilitate development of the companys positions on proposed policies that are consistent with the companys Clean Energy Commitment, advance the Companys strategic objectives, and benefit the companys customers.
- Work with Energy Markets Policy Group team members to advise internal business groups on their strategies to leverage business opportunities related to the clean energy transition.
- Deliver expert knowledge and provide thought leadership to department and company management on future regulatory, policy, market, and industry trends. Serve as a subject matter expert on NYISO and PJM wholesale electricity markets and transmission planning processes, as well as energy market and transmission-related developments at the New York Public Service Commission.
- Conduct outreach to staff at NYISO, PJM, FERC, the New York Department of Public Service, stakeholders, and other utilities to support the Companys regulatory objectives and advocacy strategies.
- Participate at NYISO/PJM market participant meetings, FERC settlement discussions, trade association meetings and working group meetings to effectively advocate Company positions.
- Prepare analyses, position papers, comments, and presentations that will support implementation of policies that promote Company objectives, while taking into account energy and environmental concerns and customer interests/impacts.
- Inform employees across the company on energy policy and wholesale market issues.
Qualifications
Required Education/Experience
- Bachelor's Degree Degrees in Engineering, Business, Economics, Finance, Policy, or a related field preferred. and at least 3 years of work experience with demonstrated interest in energy policy or regulatory matters or
- Master's Degree Degrees in Engineering, Business, Economics, Finance, Policy, or a related field preferred. and at least 2 years of work experience with demonstrated interest in energy policy or regulatory matters
Relevant Work Experience
- Knowledge of or demonstrated interest in energy policy, regulatory strategy, and/or the regulated utility business, with an emphasis on wholesale energy markets and/or the bulk power system. Required and
- Demonstrated leadership, organizational, and computer skills. Required and
- Excellent interpersonal skills to effectively interact with various levels of management and representatives of outside organizations. Required and
- Possess strong oral and written communication skills and the ability to read and summarize lengthy documents. Required and
- Ability to exercise independent judgment and render sound business decisions. Required and
- Must be well-organized, detail oriented, flexible and able to handle multiple assignments while meeting deadlines. Required and
- Strong analytical skills to conduct technical and financial analyses and prepare energy research reports. Required and
- Knowledge of the Northeast competitive wholesale energy markets or knowledge of Federal Energy Regulatory Commission priorities and processes. Preferred

Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able to work from the Companys corporate headquarters in New York City.
- Must be able and willing to travel within Company service territory, as needed.
- Must be able to travel between New York City and Albany on a regular basis. Other travel, including out of state and overnight, may also be required.
- May be required to carry handouts, laptop computer, etc. to meetings.
- Must be able to participate in the Companys emergency processes and storm plans as required.
