Basic Function

HF Sinclair Midstream located in Artesia, NM is seeking a Measurement Technician. This position conducts moderately complex to complex measurement assignments and duties for assigned department under limited supervision to ensure the measured and scheduled movement of lease crude oil occurs in a cost effective manner in compliance with State and Federal regulations.

Job Duties

(functions considered essential as defined by ADA)



  • Ensures all assigned operations conform to both State and Federal regulations (i.e. DOT, OSHA, and BLM)
  • Investigates product movement gain/loss issues
  • Maintains, overhauls, configures and troubleshoots metering systems
  • Straps new tanks in the field and at terminals
  • Measures and grades crude oil receipts and deliveries by truck, pipeline and refinery LACT
  • Ability to troubleshoot 4-20 ma instrument loops
  • Balances volumes between load and delivery point in compliance with policies and procedures governing operations and measurement
  • Working knowledge of API standards and governmental measurement policy
  • Ensures all measurement devices are operating accurately
  • Performs quality control checks to ensure integrity and accurate measurement at point of purchase
  • Designs and sets up new delivery locations
  • Liaises with all drivers and management to ensure all interactions with the assigned division flow smoothly
  • Able to configure and maintain flow computers, metering systems and associated equipment
  • Tracks, troubleshoots, and maintains all truck and pipeline LACTs
  • Creates daily reports as required to ensure operations are being performed cost effectively and efficiently
  • Ability to prepare for and witness a prover calibration
  • Acts as a witness for meter provings



Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion

Experience

A minimum of five years of oil and gas measurement experience is required.

Education Level

A minimum of a High School Diploma or equivalent is required.

PREFERRED EDUATION:

A technical or an Associate's degree, or documentable measurements school or training.

Required Skills

Ability to lead and train a small group of employees. Ability to perform moderately complex mathematical calculations (i.e. algebra) and proficiency with spreadsheet and word-processing software applications. Good mechanical ability and understanding of operational principles of assigned area's testing instruments. Good verbal and written communication, reading, organizational skills and the ability to effectively communicate with others. Ability to complete all required classroom and CBT training. Ability to achieve high proficiency scores.

PREFERRED SKILLS:

Certifications in API standards and BLM working and measurement of crude oil preferred. Emergency Response training is preferred. DOT safety rules and regulations both State and Federal level are preferred.

Supervisory/Managerial Responsibility

May supervise and/or direct work of lower level Measurement Technicians.

Work Conditions

Field based with up to 75% of travel by land and air required. Petroleum refinery/industrial and warehouse environment. Work is performed primarily out-of-doors in all weather conditions and subject to extreme temperatures (hot and cold); during the course of an assignment, may be exposed to dust, dirt, mud, water, petroleum products, chemicals, pressure vessels and/or tanks, fumes or airborne particles, closed confined spaces, loud noises or vibrations, mechanical or moving parts, and exposed to a risk of electrical shock.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, working in confined spaces, talking or hearing, making visual inspections, making precise hand or finger movements, reaching or grasping, lifting or carrying up to 50 lbs, pushing or pulling up to 50 lbs, climbing up to 60 ft, strenuous physical activity, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential (inability to maintain standard insurance rates is grounds for dismissal), valid State driver's license and proof of insurance, ability to wear personal protective equipment (PPE). Job conditions may require perception of color differences.
